Job Description:
This position reports to the AVP, Platforms & Technology: Risk Oversight and Reporting and is responsible for alignment and transformation of foundational practices that enable the Bank to effectively identify, assess, monitor, measure, and manage risk. This role will ensure alignment with business objectives, regulatory requirements, and industry best practices. We are looking for a highly experienced and knowledgeable individual, that a is collaborative, results-driven leader with a proven record of transformative results. Areas of focus to include governance and strategy development for Frameworks & Control Library, Risk Assurance, Issues and Exception Management, Metrics & Reporting.
The ideal candidate will have extensive expertise in Risk and Control Self-Assessments (RCSAs) and a proven track record in managing global risk and compliance initiatives. This role is crucial in ensuring TDs risk management and compliance frameworks are effective and aligned with international standards and regulations.

Extensive expertise in regulatory compliance, business and technical control design and testing methodologies, agile delivery practice, and risk management within a complex, global banking environment.
Experienced governance, risk and control professional who proactively leads a diverse portfolio of risk-related programs to effectively manage and mitigate operational / regulatory risk and drive a strong governance and internal control environment.
Responsible for working with and influencing leaders across the organization and staying highly connected to senior leadership across the three-lines-of-defense model to ensure alignment.
Requires excellent people skills, high standards of professionalism, and demonstrates thoughtful problem solving while multitasking and thriving in a fast-paced environment.
Oversee and lead a large and/or highly complex, and diverse business management function for an area of significant risk, complexity or scope usually involving medium to long term planning, ensuring an integrated approach with other business management areas, broader organization, and enterprise as appropriate.
Act as a subject matter expert and develop and maintain a robust understanding of governance and control requirements.
Shifts GRC from a traditional compliance function to a business-enabling, product-centric model.
Establishes and maintains strong partnerships and communication channels across the three lines of defense (3LOD) to support effective service transformation and delivery in alignment with shared practices and risk management frameworks.
Harmonizes business, regulatory and cybersecurity priorities to deliver enabling capabilities to support effective first line GRC service delivery.
Set strategies and priorities for aligned area(s), establishing shared practices to identify and manage cross-team dependencies, partnerships, and shared outcomes.
Acts as a strategic advisor to senior leadership on GRC transformation and initiatives.
Identifies and optimizes solutions that interlock people, process, and technology requirements, supported by deep understanding of global technology and cybersecurity regulations, through proven risk management practices.
Maintains and aligns incremental delivery with longer-range strategy and planning for functional area and key business initiatives (e.g. 12 months or greater)
Responsibilities:
Demonstrated understanding of risk, regulatory frameworks, industry standards (ex: ISO 27001, NIST, GDPR, DORA, FAIR, etc.), platforms (ex: Archer, Service Now), and sector best practices.
Proven experience in GRC tooling and capabilities including reporting, automation, and digital transformation initiatives.
Lead the development, implementation, and maintenance of the Governance, Risk, and Control framework.
Deep / broad understanding and practical experience in cybersecurity and technology risk management. Maintains and applies knowledge of industry trends and advancements.
Oversee the execution of RCSAs, ensuring thorough identification, assessment, and mitigation of risks.
Develop and deliver training programs on risk management and RCSA processes.
Collaborate with cross-functional teams to enhance risk management practices and promote a risk-aware culture.
Monitor and report on the effectiveness of risk controls and recommend improvements.
Ensure compliance with relevant regulations, standards, and best practices.
Provide expert advice and guidance on risk management issues to senior leadership.
Prepare and present risk reports to the Senior Leadership Teams and other stakeholders.
Stay updated on industry trends, regulatory changes, and emerging risks.
Lead large and complex initiatives to identify and assess risks and control, develop strategies to remediate gaps identified, and implement processes to effectively manage and mitigate risk.
Drive a strong governance and internal control environment and perform effective challenge by executing on enterprise control and governance frameworks, including (but not limited to) pRCSA standards, regulatory compliance policies and standards, privacy policies and end user computing standards.
Proactively identify opportunities to strengthen and improve processes and controls, and ensure the Corporate Functions operate within the Bank's risk appetite.
Promote awareness, understanding and ownership of operational / regulatory risk, key risk drivers and mitigation strategies within Corporate Function teams
Identify, size, and implement operational and continuous improvements to business processes to maximize efficiencies and scale / grow capabilities and teams to meet business needs
Maintain a comprehensive understanding of existing and emerging regulatory requirements, operational processes, inherent risks, and ORM policies & practices to provide tailored advice and counsel to the Corporate Functions
Must be proficient in Tableau, Service Now Integrated Risk Management, Archer, Power BI, MetricStream, OpenPages etc

Lead the team in the development and / or integrated implementation of policies / processes / procedures / changes across multiple functional areas
Act as a strategic partner by leading relationships with key enterprise partners and interfacing with respective leadership team to effectively manage own business management area and clarify scope of accountabilities while influencing and aligning others as needed
Forecast programs / initiatives and demand, and coordinate prioritization of the portfolio/ initiatives with key stakeholders
SHAREHOLDER
Ensure team adheres to enterprise frameworks and methodologies related to overall business management activities
Lead relationships with corporate and/or control functions to ensure alignment with enterprise and/or regulatory requirements
Support team in staying knowledgeable on emerging issues, trends, and evolving regulatory requirements and assess potential impacts to the Bank
Assess / identify key issues and escalate to appropriate levels and relevant stakeholders and business management where required
Identify, mitigate and report on risk issues per enterprise policy / guidelines and ensure appropriate escalation processes are followed
Ensure business operations are in compliance with applicable internal and external requirements (e.g. financial controls, segregation of duties, transaction approvals, and physical control of assets).
May lead relevant governance meetings or committees and related deliverables / outcomes representing the business on governance and control issues
Manage oversight process, risk-based identification and monitoring of related risks and regulatory compliance across the supported functions, while ensuring key controls and processes are effectively managed
