Newfoundland and Labrador Health Services (NL Health Services) brings together five former separate health entities - Eastern Health, Central Health, Western Health, Labrador-Grenfell Health, and the Newfoundland and Labrador Centre for Health Information. The creation of a provincial health authority was announced following recommendations from Health Accord NL in 2023

NL Health Services is responsible for delivering health and community services to more than 528,000 people living in Newfoundland and Labrador and employs over 21,000 people.

The Role:
Reporting to a Director of Public Health, this position will be accountable for administering, coordinating, implementing, and evaluating a broad range of Public Health Services. The Health Emergency Management core program within public health is in its early stages of development. The successful candidate will be playing a key role in developing this core program. In the future, the manager may have responsibility for public health staff, consultants, or coordinators who lead this identified core program on a provincial basis. In addition to public health risks posed by communicable diseases, human health may also be put at risk by other acute events including environmental events such as extreme weather and wildfires, as well as human and/or technology-influenced incidents and disasters. The goal of this program is to achieve optimal individual, community, and public health system resiliency and capacity to prevent, mitigate, predict, plan, and prepare for, respond to, and recover from emergencies impacting the health of the population.

As the organizational structure for the Provincial Public Health Program is still under development, the specific accountabilities for this position are subject to change. The current focus will be Health Emergency Management as relevant for Public and Population Health within NLHS.

This position will work in collaboration with the provincial public health team and may also provide operational and program support for the following: public health nursing (i.e. prenatal, breastfeeding, healthy beginnings, child wellness, school health); communicable disease control (i.e. outbreak management, surveillance and control, immunization program delivery); health promotion (i.e. population health, health promotion theory and practice); environmental public health and health emergency management. Responsibilities include the management of staff and resources and providing leadership to ensure services are delivered in an effective and efficient manner within a multidisciplinary, highly integrated environment. The manager plays an important role in the establishment of sustainable collaborative working relationships to enhance linkages with staff, internal programs, communities, as well as external partners.

Required Qualifications:

Education:
•Bachelor's degree in a relevant discipline is required.
•Master's degree is preferred.
•Certified training in Disaster and Emergency Management is an asset.
•Proof of registration (in good standing) with the relevant professional body is required (where applicable).

Experience:
•Minimum of five years of experience within the last seven working in an Emergency Management role responsible for coordinating and leading health emergency and continuity management services in a healthcare organization is required.
•Relevant experience within a Public Health organization would be considered an asset. •Experience working in an Emergency Operations Centre using Incident Command principles is required.
•Recent Emergency Exercise development and delivery experience is considered an asset.
•Experience in delivering adult education programming, including the development of education material for broad audiences is an asset.

Competencies (Knowledge, Skills & Abilities):
•Excellent knowledge and strong expertise in Incident Management System , Business Continuity Planning, Risk Management, Continuity of operations planning and disaster recovery planning, and Adult/Continuing Educational Principles, and the ability to produce concise prescriptive guidance documents and recommendations.
•Significant knowledge of healthcare systems and operations.
•Proven management and leadership abilities and change management skills, and excellent communication, interpersonal and teambuilding skills.
•Demonstrated highly developed negotiation, time management, problem-solving, Human Resource Management and decision-making skills.
•Demonstrated ability to function in a high pressure, diverse and changing environment.
•Demonstrated strong critical thinking skills and innovation in problem solving and decision making, using an integrated team approach.
•Demonstrated ability to drive consensus, resolve conflicts, and facilitate solutions in a multi-disciplinary environment.
•Demonstrated ability to work with high degree of independence and initiative, effectively manage time, and prioritize work requirements.
•Demonstrated ability to develop collaborative relationships and interface effectively with a variety of internal and external stakeholders.

Other:
•Travel throughout NLHS is required.
•Use of a private vehicle is a requirement.
•On-call work may be required.
•Alternate combinations of qualifications may be considered.
•Preference will be given to applicants with a broad understanding of population and public health.
•A satisfactory record of work performance and attendance is required for this position
