The Department of Natural Resources and Energy Development is seeking individuals to join the Human Resource Services Branch, as Human Resources Consultants, located in Fredericton.

As a member of the Human Resource Services team, and reporting to the Assistant Director, this position will work closely with management and employees within the Department of Natural Resources and Energy Development and the Department of Agriculture, Aquaculture and Fisheries to provide professional services, advice and guidance on all aspects of human resource management issues, activities and programs, including labour relations, collective agreements, classification, recruitment, and conflict resolution.

Key responsibilities of this position include the following:

  • Providing consultation services to ensure compliance with all Human Resource Policies, the Civil Service Act, and items covered by the Administration Manual.
  • Providing advice regarding labour and employee relations issues, as well as providing interpretation of Collective Agreements, and providing advice and mediation on grievances and investigations, including issues relating to human rights and workplace harassment.
  • Providing advice for all areas of staffing and recruitment; assisting management with planning and options for filling positions; and participating in recruitment activities and processes.
  • Coordinating and advising on position classification procedures.
  • Performing other related duties as assigned.

ESSENTIAL QUALIFICATIONS:

Pay Band 3: A University degree in Business Administration, Public Administration, Social Sciences, or a related discipline; OR a two-year post-secondary diploma and a minimum of two (2) years of related human resources experience.

Pay Band 4: A University degree in Business Administration, Public Administration, Social Sciences, or a related discipline, and a minimum of four (4) years of related human resources experience; OR a two-year post-secondary diploma and a minimum of six (6) years of related human resources experience.

An equivalent combination of training and experience may be considered.

Written and spoken competence in English and French is required. Please state your language capability on your application.

ASSET QUALIFICATION(S): Preference may be given to candidates that demonstrate one or more of the following:

  • CPHR designation (Chartered Professional in Human Resources);
  • a recognized Human Resources concentration, diploma, or certificate;
  • experience with human resources related governmental legislations, policies, and procedures.

Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

  • Ability to use office technology, software and applications, including Microsoft Office;
  • Planning and organizing skills.

OPERATIONAL REQUIREMENT(S): Must be prepared to travel within the province as required.

SALARY:
Pay Band 3: $51,662 to $72,176 per annum

Pay Band 4: $56,758 to $79,378 per annum
