Build Nova Scotia is currently recruiting a Procurement Lead to join our team in Sydney, Nova Scotia.
The Procurement Lead will report directly to the Director of Procurement. This position will be responsible for the delivery of procurement processes in line with the procurement policies of Build NS. The successful candidate will be responsible for the procurement of goods, services and construction at Build Nova Scotia.
The Procurement Lead will generate and implement sourcing opportunities by:
Research
· Provides expert advice to internal clients with requirements gathering, strategic sourcing solutions, benchmarking and gathering supplier performance information to optimize and ensure acquisition is done to the best interest of stakeholders;
· Performs research, examines the market and analyzes data to identify and recommend sourcing opportunities;
· Evaluate, promote and monitor new procurement solutions, i.e., the use of Group Purchasing Organizations; and
· Keeping abreast of innovative procurement solutions and new business directions.
Procurement Delivery
· Conducts full procurement cycle from preparation of request for proposals/request for quotes documents to award;
· Prepares evaluation documents and chairs the evaluation committee;
· Negotiation of purchase terms and conditions; and
· Manages and tracks all procurement activities for reporting to senior management.
Contract Management
· Conducts performance review meetings throughout the contract period;
· Reports on contract compliance including the development and management of Key Performance Indicators (KPI);
· Troubleshooting contract issues to resolution and ensure appropriate follow‐ups with stakeholders; and
· Ensures that sourcing close out is completed with a high attention to detail, including contract finalization with documented signatures and dates for tracking in contract database.
Decision Making
· Will make decisions in collaboration with stakeholders on key deliverables and milestones within the strategic procurement and contract operations processes;
· Will make decisions on when to escalate to management when government policies and procurement best practices are not met and contrary to a fair, open and competitive sourcing solution; and
· Will make decisions on whether appropriate materials and services are acquired at fair and reasonable prices, are of acceptable quality and constitute the best possible value.
- A bachelor's degree in supply chain management or related field with a minimum of 5 years experience is required.
- Completion or partial completion of Certification/Training such as PMAC, PSPP, SCMA, PMP is a significant asset.

- Have a professional demeanor as a front facing procurement representative.
- Excellent skills with the Microsoft Office suite, specifically with Excel, PowerPoint and Word.
- Proven team player working collaboratively with management, peers and client.
