Job SummaryAs an effective people leader and relationship builder you support the CEO and critical departments in advancing the goals of the NL Health Accord. The incumbent serves as a liaison between internal and external partners and is responsible for public engagement, coordinating legal services, managing Board administration, overseeing government relations, and leading provincial integrated protection services, including health emergency management efforts.
Key responsibilities include:
Communications and Messaging on the NL Health Accord - Oversee the development and implementation strategic communications related to the Health Accord, ensuring clear, consistent, and effective messaging; engage with stakeholders, media, and the public to convey key priorities, progress, and impacts; and support alignment between organizational goals and broader health system transformation initiatives.
People Leadership – Provide direction, mentorship, and performance management for staff, ensuring alignment with organizational objectives and fostering a collaborative and productive work environment.
Oversight of Legal Services – Oversee staff who deal with legal matters affecting the organization, ensuring compliance with relevant laws, regulations, and policies; coordinate with legal counsel as required to mitigate risks and provide guidance on governance, contracts, and other legal considerations.
Public Engagement – Lead and participate in engagement initiatives with the public, ensuring transparency, effective communication, and responsiveness to community concerns and inquiries; and represents the organization along with the CEO in public forums and consultations.
Government and Municipal Relations – Develop and maintain strong relationships with government agencies and municipal partners to support policy alignment, funding opportunities, and regulatory compliance; advocate for organizational interests; and ensure effective collaboration with external stakeholders.
Emergency Preparedness – Oversee emergency planning and response strategies, ensuring that policies, procedures, and resources are in place to address potential risks and crises; and coordinate with relevant authorities and internal teams to enhance preparedness and resilience.
Board Administration – Support the Board administration by overseeing the work of the Board Liaison - preparing reports, coordinating meetings, and providing strategic advice to the Board; and ensure that Board members receive the necessary information and resources to fulfill their governance responsibilities effectively.
Job Qualifications
Education
A Master’s degree in a relevant field such as Public Administration, Healthcare Administration, Business Administration, or a related discipline is required.
Certified Health Executive (CHE), Certified Governance Professional (CGP) and Project Management Professional (PMP) is preferred.
Experience
Minimum of seven years of progressively responsible senior leadership experience in government, healthcare administration, public policy, legal services, or a related field.
Experience working with Board governance, municipal and government relations, stakeholder engagement, and emergency preparedness.
Experience in implementing organizational change, leading initiatives, and ensuring smooth transition in policy or operational adjustments.
Prior experience in policy analysis, procurement/vendor management, and crisis response is preferred.
