Emergency Medical Care Inc. (EMC) is a wholly owned subsidiary of Medavie Health Services (MHS) that manages and operates ground ambulance, air medical transport and the medical communications operations in Nova Scotia through a performance-based contract with the provincial government's Emergency Health Services (EHS) Operations division and the Department of Health and Wellness. As well, EMC operates TeleHealth/811 medical communications for Nova Scotia and Prince Edward Island for the Department of Health.

We access all communities in Nova Scotia in a timely and efficient manner with our fleet of more than 180 ambulances and support vehicles operating out of 60+ stations. We respond to 165,000+ calls annually across the province, which are actively managed through the EHS Operations Medical Communications Centre, the hub of all emergency (911) and non-emergency (hospital transfers) medical calls.

The EHS Operations LifeFlight program provides even greater accessibility by responding to patients on scene or through inter-facility transports by our critical care team via helicopter, fixed wing, or ground ambulance.

In addition, paramedics in Nova Scotia participate in various programs both urban and rural such as community-based paramedic programs, collaborative emergency centres, and emergency preparedness and special operations, to name a few.

Reporting to the Chief Operating Officer, this senior level position will work to ensure seamless delivery of service to our clients and information flow throughout the divisions while meeting or exceeding performance requirements. This senior management position is responsible for the planning, oversight and management of the system Physical Resource Elements, AED Registry program, Safety, Scheduling, as well as Business Continuity.

This senior management position directs a group of logistical services in order to support excellence in patient pre-hospital care. Working closely with the Vice President of Ground Operations, the Executive Director of System Support oversees the management, design process, strategic planning and holds overall responsibility for Materials Management, Procurement, Facilities, Fleet Services and oversees all EMC/EHS facilities leases and contracts. Major responsibilities include the design and implementation of systems and services complying with the established direction of the organization's contract obligations. As a member of EMC's Senior Management team, the Executive Director will assist in setting the strategic direction for the Company.

Major components of this position include improving and sustaining managerial consistency; policy development; integration and collaboration with EHS senior staff, District Health Authorities (DHA), Public Safety Agencies and other healthcare system stakeholders. Essential to the success of this position is the ongoing liaison with the Vice President of Ground Operations.

The incumbent will consistently communicate the Medavie EMS group of companies' values, philosophies and best practices throughout all operating companies so that there is shared realization of the Organization's goals. To ensure consistent business practices, the incumbent will work closely with all operating company's senior management teams to effectively and efficiently manage workflow processes.

DUTIES AND RESPONSIBILITIES:

The position entails, but is not limited to the following:

Program Oversight:

  • Provides leadership for overall direction and operational effectiveness of the programs, through established best practices and standardized operating policies and task responsibilities.
  • Provides leadership in the development, strategic planning, and evaluation of both current and future programs.
  • Ensures that all functions and individuals responsible for delivery are performing at the highest standard.
  • Drives employee attraction, retention and engagement strategies for System Support consistent with our corporate commitment to employee engagement.
  • Ensures the quality of each program through continuous quality improvement efforts including continuous monitoring, evaluation and recommendations for improvement.
  • Leads the annual development and implementation of System Support business planning process.
  • Oversees annual business planning and budgets for System Support.
  • Overseeing the company's occupational health and safety program in accordance with the Occupational Health and Safety Act of Nova Scotia including policies, inspections, hazard identification, etc.
  • Oversees the management of the AED Registry Program to ensure all operational and educational aspects of this program are effectively maintained.
  • Oversees the management of the EMC Business Continuity Program to ensure all operational and educational aspects of the program are effectively maintained.
  • Is responsible and accountable for facilitating, leading and assisting in special projects, system projects as well as projects for ground and air if necessary.
  • Oversee the ongoing management oversight for all EMC supply chain, materials management and procurement requirements.
  • Works directly with the Vice President Ground Operations and ensuring optimum performance and quality communications between Air, Field and Communications Centre.
  • Oversees the management of all EMC/EHS facility infrastructure requirements including but not limited to; leases, leasehold improvements, facility operating cost management and day-to-day repairs and maintenance.

Facility Planning:

  • In collaboration with the EMC Senior Leadership Team, designs and implements processes and procedures that manage, monitor and maintain facilities to a standard that meets or exceed the Provincial EHS requirements.
  • Oversees the management of facility site selection, facility design, request for proposals and contactor selection on new facilities in accordance with provincial budgets.
  • Oversees the management of facility leases, lease negotiations, leasehold improvements and day-to-day facility repairs and maintenance.
  • Will provide leadership by participating, supporting and ensuring accountability for all initiatives that foster a culture of patient safety and a safe work environment.

Fleet:

  • Manages the design and implementation process and procedures that monitor and maintain a high performance fleet, including fleet planning, standards development, fleet analysis and management, mileage management, fleet maintenance, fleet asset life cycle evergreening and fleet system integrity.
  • Manages the provincial fleet function while ensuring compliance with regulator requirements.
  • Ensures adherence to EHS/EMC/Tri-Star agreements with respect to; compliance to existing system vehicle contract requirements, vehicle lease end returns, Customer Owned Equipment, vehicle design, vehicle maintenance requirements and provides input into the annual EHS Tangible Capital Asset (TCA) process.
  • Oversees and reports on ambulance manufacturing standards as they affect EMC.
  • Oversees collision and incident investigation, including insurance investigations.
  • Manages systems budgets including the control and analysis of time measurements, costs, and materials required to perform assignments while developing a yearly departmental budgets.
  • Develops or makes recommendations for new and/or revisions of existing Company Fleet / Physical Resource related policies and procedures.
  • Oversees the management of the fleet software reporting system to ensure all Fleet / Physical Resource reporting requirements for the Regulator are met.

QUALIFICATIONS AND REQUIREMENTS:

Education and Experience:

  • Post-Secondary education is required preferably in the Health Sciences field or an equivalent combination of education and experience.
  • Bachelor's degree in a related field and a Master of Business Administration degree would be considered an asset or significant relevant experience.
  • Individual must possess a minimum 10 years leadership experience, preferably in EMS management or EMS air services.
  • Experience in the service and/or health care sector is an asset.
  • Specialized knowledge in business development planning and project management is required.

  • Must possess sound business judgment and be able to think strategically in a dynamic environment.
  • Ability to engage leaders and staff and drive strong commitment to service excellence within the teams.
  • Strong analytical, problem solving, and organizational abilities are required.
  • Must possess excellent interpersonal, presentation, and written communication skills.
  • Must be able to work both independently and as part of a management team.
  • Demonstrated leadership and knowledge of other operational / support functions are necessary.
  • Displays an overall aptitude for negotiation and dispute resolution skills: leads team members by example and practices good time management.
  • Proven ability to work as a team leader at a local, provincial and inter-agency level. Demonstrative leadership qualities and the ability to coordinate large groups of people through remote management techniques are essential
  • Builds strong relationships with internal and external stakeholders with a keen interest on achieving results.
  • Record of accomplishment that demonstrates the ability to develop, deliver, and maintain client relationships through operational accountability and execution.

Physical Requirements:

The employee will spend various periods of sitting, standing, walking, crouching, lifting, and / or carrying light objects. Required to maintain one position for possible long periods of time, such as sitting at meetings, or at a desk setting. Employee will be reading data or inputting data, report writing, operating a word processor, computer, calculator, and talking on the telephone. Use and exposure to general office equipment such as fax, photocopier, printer, and personal computer. Exposure to low to moderate noise levels.
