A TYPICAL WEEK:

Working as part of the Finance and Treasury team the Manager, Treasury is responsible for the execution of treasury risk management, including administration of treasury policies, procedures and practices for asset-liability management (ALM), interest rate risk management (IRR), liquidity management, investment portfolio management and financial modeling and analysis.

This role also oversees the Treasury Reporting Officer work on investment portfolio management, reporting and business analytics.

Responsibilities

• Manages the ALM practice, including balance sheet modelling, analysis, back testing and forecast reporting.

• Develops the annual budget for net interest income and performs monthly forecast analysis of financial margin against budget.

• Reports on IRR results and compliance, and execution of policy control and strategies by analyzing related metrics including Earning at Risk (EAR) and Financial Position (FP)

• Executes strategies to minimize negative impacts to the financial margin, and to mitigate or manage interest rate risk, including proposing and implementing derivative strategies.

• Supports the development of business cases by providing input to the financial models, interest rate and scenario analysis, as required.

• Performs liquidity reporting, forecasting and risk management, execution of policy control and strategies.

• Maintains compliance with existing and new liquidity regulatory requirements, including CUDIC requirements on Liquidity Coverage Ratio (LCR) and Liquidity Crisis Management Plan (LCMP) for the Atlantic Central Provincial System.

• Develops the annual Liquidity Management Plan and Contingency Funding Plan (CFP and makes recommendations to Management and the Board as necessary. Collaborates with divisional managers regarding operations that impact liquidity.

• Oversees the investment portfolios of Atlantic Central, including design and execution of investment policies and strategies, communicates strategies to investment portfolio managers, evaluates portfolio performance and risk, monitoring and reporting on the portfolios, manages compliance, and initiates corrective actions as required.

• Reviews reporting and reconciliation conducted by the Treasury Officer, providing oversight to compliance and quality assurance of the investment portfolio database.

• Monitors and reviews reports generated by the Treasury Reporting Officer on lines of credits, Provincial liquidity compliance targets and ratios for Credit Unions.

• Provides Atlantic Provincial Regulators and Atlantic Credit Unions with advice, support and analysis on both Atlantic Central's and Atlantic Credit Unions liquidity positions and requirements; especially in regard to statutory and internal policy requirements.

• Participates in the development, implementation and maintenance of policies and procedures relating to treasury. Identification of opportunities for process improvements, and partners with other departments/stakeholders to implement process improvements and/or manage the change process where required.

• Establishes and maintains strategic relationships with treasury related service providers and vendors. Represents Atlantic Central interests on industry committees, task forces, and working groups, as appropriate.

• Represents the Treasury department in the annual audit process. Provides subject matter expertise, perspectives, and advice on cross functional business initiatives as required.

• Provides input into the design and implementation of Finance & Treasury departmental plans and objectives.

• Completes other duties and projects as may be assigned.

Qualifications

As the ideal candidate you will have successfully completed successfully completed a Bachelor's degree with a concentration in Accounting or Finance, a professional designation CPA or CFA, and have 7 to10 years' experience in financial accounting/reporting, preferably in the financial services industry; or have an equivalent combination of education and experience.

Work With Us

This position will be based in our Halifax, NS office, and provides services throughout Atlantic Canada, therefore offers the ability to work remotely as required.

TRAVEL, EVENING AND WEEKEND WORK: This position requires occasional evening and weekend work.
