Halifax Water is accepting applications for One (1) Term Full Time SCADA and Process Control Supervisor (Capital) in the Corporate Services Department.

Responsible for design, maintenance, administration and application development for SCADA and process control systems such as data historians, HMI's, process communication systems, telemetry, alarm management systems. Also responsible for user training and application support for these systems.

Responsibilities
  • Organize, co-ordinate and supervise the day-to-day work of SCADA and Process Control section staff in carrying out duties and responsibilities described below.
  • Participate in a variety of management activities including hiring, performance management, discipline, budgeting processes and labour relations matters. Operate within budgets.
  • Responsible for the installation, operation, maintenance and technical support of SCADA, process control, process data, and process communication systems for water and wastewater distribution and collection systems, pumping stations and treatment plants.
  • Responsible for the licensing of the SCADA and Process Control systems including SCADA and PLC software, support agreements and SCADA radio frequency licensing.
  • Provide technical advice and information regarding SCADA equipment, system interfacing, programming, control logic, communications systems and operational requirements to consultants and others as required.
  • Liaise with supervisors and managers in other Halifax Water departments regarding their needs related to process control and monitoring, SCADA and related communication needs. Provide and schedule staff as required.
  • Responsible for the management and maintenance of the process data historian including: maintaining a plan for ongoing development, recommendations for capital investments and expansion to new facilities and users.
  • Responsible for application development, administration, maintenance and user training of application software for various systems within the area of responsibility.
  • Act as asset owner with respect to Halifax water SCADA, process control and process communication systems. Provide leadership in the implementation of the SCADA Master 2 Plan and ongoing adherence to the plan and its standards. Ensure compliance with the plan and standards as these systems are expanded.
  • Consistent with the SCADA Master Plan, participate and play a leadership role in the selection and implementation of a process alarm management system. Work closely with operational managers to develop and maintain an alarm response strategy.
  • Maintain records, process schematics and standards for all systems and equipment in the assigned area of responsibility.
  • Work closely with operational managers and capital project engineers in the operation of existing facilities and the development of new facilities to ensure compliance with system architectures. Maintain architectures for each process control system.
  • Responsible for the selection, specification and ongoing operation and maintenance of all SCADA and control system hardware within the water and waste water departments, including SCADA servers, PLC systems, DCS systems and associated control network components.
  • Responsible to ensure the security of all SCADA and Process Control systems coordinating cyber security reviews.
  • Perform other related duties as assigned.
Qualifications

Education:

  • Two year technical program related to process control, instrumentation, SCADA and communications with additional training in PLC's, SCADA, and communication.

Experience:

  • Minimum of five years related experience in a utility operations environment.
  • Advanced training in several of the following areas: data historian management, process control, radio communication, other operational support systems.
