Job Summary
The Provincial Manager of Budget Systems assists the Director of Provincial Budget System and Data Quality in directing, coordinating, implementing and evaluating the budgeting, financial planning and reporting services of the Provincial team , provincial government and professional accounting regulations and procedures. The manager collaborates with key stakeholders and utilizes business intelligence tools to develop critical information that supports the ongoing management of the organization's operational and strategic objectives and direction.
This Position is responsible for the development and maintenance of budgeting software tools to optimize the funding resources of the organization to provide timely and accurate reporting to end users. Internal users include program/corporate directors and managers, Senior Executive Team, Finance Committee, and the Board of Trustees. The largest external users are the Department of Health and Community Services and the Canadian Institute for Health Information. Reports are both qualitative and quantitative in nature, encompassing budget performance, overtime, sick leave, staffing levels, utilization statistics, trend analysis, and key performance indicators.

TheProvincial Manager for Budget Systems will assist the Director of Provincial Budget Systems and Data Quality in transitioning teams outside of the Eastern Zone to a single budgeting tool.
As a single solution TM1 harnesses Excel Add-In capabilities (IBM Perspectives) and is the bedrock of the Cognos Reporting Tool used by all levels of management. This Position work closely with the Budget Operations team in all Zones of the province as part of the Provincial Budgeting and Finance Department s while maintaining MIS Compliance.

This position is responsible for planning, organizing, and managing the Annual Build process that is part of the operational plan and using data and project management skills. Budget data must be accurate, complete, align with the provincial budgeting operational plan while also being MIS Compliant.

Global responsibilities for this position include managing, analyzing, and adjusting the budget for fringe benefits, as well as reconciling PPR documentation for Budget, Cash Flow and Deferred Revenue Letters.

The Provincial Manager of Budget Systems is expected to perform under stringent time constraints to ensure that complex monthly procedures necessary for the timely review, reporting and distribution of financial statements and reports are completed.

Job Qualifications

Education
Completion of an undergraduate degree in business with major focus in accounting and /or finance related course work is required.
A Master of Business Administration is preferred.
An undergraduate degree or post-graduate diploma in Information Technology is preferred.

Experience
Minimum of five years of management experience within the last 7 years working in a large, diverse organization with cross regional responsibility involving extensive knowledge of ERP systems and operations including an understanding of the budgeting function and how it impacts on the overall operations within the healthcare continuum.
Significant field work experience in an Information Technology environment is required.
Experience working with TM1 is required.
Experience in a TM1 Administrator role is preferred.

Competencies (Knowledge, Skills & Abilities)
Knowledge of Cognos, Programming code (VBA), Meditech software systems and MS Word, Excel (including extensive use of Macros), PowerPoint, Windows and other PC based applications is required.
Proficiency with Excel 365 including ETL (Extract, Transform, Load) concepts and Power Query is an asset.
Familiarity with the NL MIS Chart of Accounts and CIHI Data Standards is an asset.
Demonstrated strong oral and written communication skills.

Demonstrated strong leadership and decision-making skills, and knowledge of project management principles.
Demonstrated ability to implement creative and innovative solutions.

Current and continuing status as member in good standing with CPA Canada is required.
A satisfactory record of work performance and attendance is required.
