Service New Brunswick is seeking qualified candidates to fill a current opportunity within the Health Services division under the Supply Chain Branch as a Purchasing Manager.

Reporting to the Director of Procurement, the successful candidate from this competition will be empowered to lead high a performing purchasing team responsible for purchasing goods and services.
As a Purchasing Manager, you will be responsible for, but not limited to, the following duties and responsibilities:
- Oversee and support daily purchasing operations to ensure efficient processing of purchase orders, confirmations, returns, backorders, discontinuations, invoice discrepancy resolutions (e.g., quantity variances, pricing accuracy), and order expediting;
- Develop, standardize, and implement purchasing policies and procedures to enhance efficiency and compliance;
- Ensure purchase requests align with established policies, procedures, standards, and approval authority levels;
- Stay informed of and ensure compliance with relevant rules, regulations, standards, and best practices, including the New Brunswick Procurement Act;
- Provide guidance and direction to the Purchasing team on procurement options and best practices;
- Assess and mitigate supply chain risks while identifying opportunities to further reduce or eliminate risk;
- Support Procurement leadership in optimizing operational and transactional efficiencies;
- Identifies issues and collaborates with Procurement leadership to develop and implement solutions that drive continuous process improvements;
- Analyze key performance indicators to evaluate and enhance the purchasing team's effectiveness;
- Prepare or oversee the preparation of reports related to the purchasing function for Procurement leadership;
- Assess market trends to evaluate current and future supply availability and identify alternative sourcing options;
- Recruit, mentor, train, and manage purchasing staff, providing ongoing performance evaluations;
- Identify and facilitate training opportunities to strengthen team capabilities, including onboarding new employees;
- Foster strong, collaborative relationships with stakeholders to support seamless procurement operations;
ESSENTIAL QUALIFICATIONS: Must possess a University Degree or an equivalent in Business Administration and a minimum of two (2) to four (4) years of related experience in procurement and management. Subject to the response to this competition, an equivalent combination of education, training and experience may be considered.

ASSET QUALIFICATIONS: Preference may be given to candidates who demonstrate they have training or experience in one or more of the following areas:
- Facilitation, negotiation, conflict management and problem-solving experience
- Supply Chain Management Association (SCMA) certification or equivalent
- Understanding of health industry and marketplace
Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.
OPERATIONAL REQUIREMENTS: The following operational requirements are also required:
- Frequent travel throughout the province is required, and you must possess a valid driver's license.
- Candidates will be required to undergo Criminal History Clearance prior to appointment

Salary: $56, 758 to $79,378 annually - Pay Band 4 - Management Non-Union pay plan.
