Job Summary
Reporting to the Provincial Director of Finance, Medical Services, the Manager provides leadership, vision, and administrative oversight to the Medical Services Department. Specifically, the position delivers leadership and direction to over 1,500 medical staff, residents and the Medical Services team for matters relating to administration and financial services. Accountabilities include: oversight and administration of compensation to salaried, fee for service (FFS) physicians and medical residents; operational and financial/budgetary management to ensure the successful obtainment of departmental operational plans and goals; research, counsel and advice to the Provincial Director, Medical Services, related to innovation in performance management, process/information management and quality improvement areas, as well as strategic initiatives and areas related to risk management. The position delivers strategic leadership to all types of Physician compensation and has strong partnerships and linkages with the Department of Health and Community Services, the College of Physicians and Surgeons, and the Faculty of Medicine at Memorial University. The position functions with a wide latitude of authority and responsibility within the Medical Services strategic and operational plan, policies, procedures, collective agreements and Bylaws Respecting Medical Staff.

Job Qualifications

Education
Bachelor's Degree in Business Administration or Commerce with an accounting concentration is required
Certified Professional Accountant (CPA) Designation as well as a member in good standing with the Certified Professional Accountants Association of Newfoundland and Labrador is required.

Experience
A minimum of five (5) years of progressive leadership/management experience is required, preferably in a health care field.

Competencies (Knowledge, Skills & Abilities)
Extensive and advanced knowledge of Microsoft Office (Word, Excel, PowerPoint).
Knowledge of various Meditech modules.
Excellent Analytical Skills.
Advanced knowledge of financial operations, legal contracts, financial management, and internal financial controls.
Highly effective communication and interpersonal skills in terms of relationship building, being able to engage others and in negotiation.
Ability to analyze administrative and financial processes and procedures, and recommend innovative improvements, including change management.
Ability to manage budgets and utilize funds allocated in accordance with prescribed polices and guidelines.
Ability to take a leadership role when faced with non-routine, high priority tasks.
Ability to work independently and autonomously with strong strategic management capabilities and decision making skills.
Ability to manage several tasks at once while working in a deadline driven environment with effective time management skills.
