The Department of Agriculture, Aquaculture and Fisheries (DAAF) is seeking an individual to join the Industry Financial Programs Branch as a Financial Programs Officer. Any DAAF office location may be considered.

DAAF's mandate is to develop and implement a total development approach for the agriculture, aquaculture, fisheries, and value-added sectors, aimed at improving the economic competitiveness and responsible development of these sectors and related industries. The Industry Financial Programs Branch supports this mandate through providing financial assistance to the agriculture, aquaculture and fisheries sectors.

As a member of the Industry Financial Programs team and reporting to the Assistant Director, the Financial Programs Officer (FPO) plays a key role in managing DAAF's loan and loan guarantee programs.

The Financial Programs Officer is responsible for the overall promotion and delivery of financial assistance programs under the Agriculture Development Act and the Fisheries and Aquaculture Development Act. Responsibilities include the evaluation of financial applications to determine viability; providing recommendations to the Senior Management Review Committee (SMRC); presenting applications to the Agriculture, Aquaculture and Fisheries Development Board (AAFDB); and negotiating funding levels with other lenders. This position is also responsible for monitoring and performing credit collections of existing accounts; working with industry and stakeholders on strategic partnerships; and preparing various reports to serve the agriculture, aquaculture and fisheries sectors within the Province of New Brunswick. Other related duties may be assigned, as required.

ESSENTIAL QUALIFICATIONS: A Bachelor's degree in Business Administration, Economics, or a related discipline; and a minimum of five (5) years of experience analyzing financial information. An equivalent combination of education, training and experience may be considered.

ASSET QUALIFICATIONS: Preference may be given to candidates that demonstrate one or more of the following:

  • Experience in the commercial banking sector.
  • Experience in the agriculture, aquaculture or fisheries sectors.
  • Successful completion of one or more of the following Moody's Analytics courses: Certificate in Commercial Credit; Accounting for Credit Professionals; Financial Accounting for Lenders; or Financial Accounting Fraud Risk.

Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

OPERATIONAL REQUIREMENTS: Travel within the province to meet with clients, as required; and possession of a valid Class 5 driver licence as issued by the Province of New Brunswick, or equivalent.

SALARY: $64,974 to $90,740 per annum
