Health Services Quality Analyst
(Permanent Full Time Position)
$2,499 to $3,490 bi-weekly
(Pay Band 5)

The New Brunswick Health Council (NBHC) is seeking a skilled Health Service Quality Analyst to join our team and play a key role in evaluating the performance of the New Brunswick health system. The successful candidate will contribute to the analysis, public reporting, and knowledge translation of indicators related to health service quality and system performance.

Working under the authority of the Manager, Health Research Analysis, you will handle data from a variety of external and internal sources to provide valuable insights that inform system improvements and public policy.

Location: This is an onsite position located in Moncton, NB.

Travel: Some travel may be required.

Language: The applicant MUST demonstrate strong written and verbal communications skills in both English and French.
• A language aptitude test may be requested; the successful candidate will be interacting with local and provincial partners.

Responsibilities

• Data Analysis: Analyze health service quality data, including outcomes, care experience, resources, and spending, using various quantitative and qualitative methods, leveraging both survey and administrative data.
• Reporting & Insights: Prepare clear and actionable reports on the performance of the health system, highlighting key indicators, trends, and insights.
• Public Reporting: Support the public reporting of health system performance by compiling and presenting data in a user-friendly format for a broad audience.
• Knowledge Translation: Translate complex health data from various sources into accessible formats for a variety of stakeholders, ensuring the results are understandable and actionable for decision-makers.
• Knowledge production: Explore topics and propose key observations related to the quality of services and the performance of the system.
• Collaboration: Work with internal and external partners to collect, interpret, and disseminate relevant data to enhance the understanding of health service quality and system performance.
• Evaluation: Contribute to the review, improvement and development of new indicators and contribute to the validation process of data and indicators.
• Research Support: Assist in the development of research projects related to health service quality, care experience and health system performance, providing analytical support as needed.


Qualifications:

Education and Experience:
• Master's degree in health management, health sciences, healthcare administration or in a directly related field. (An equivalent combination of education (minimum Bachelor level) and experience will be accepted).
• At least 3 years of experience in research analysis and public reporting in the health service quality and health system performance field.
• Experience with engaging with stakeholders in the selection, development, collection, and validation of measures related to health service quality.
• A solid knowledge of health service quality indicators and their use in the development, planning, management, and evaluation of health policy.
• Interpretation of statistical analyses, synthesis of information, and translation of data into public reporting.
• Writing and developing content to report on observations and findings.
• Questionnaire development pertaining to patient reported measures.

Skills/Abilities:
• Excellent analytical and problem-solving skills.
• Stakeholder relationship management and effective communication.
• Presentation skills.
• Proven experience in working with data in Excel.
• Experience with software such as MS Office.
• Time management and organization skills.
• Good team worker but also able to work autonomously.
• Big picture thinker with good attention to details.
• Good prior work record (performance and attendance).
• Adherence to professional ethics and the values of the organization.
• Respect the confidential policies of the NBHC.

Strengths:
• Good understanding and experience with statistical software SAS or SPSS
• Experience in health system planning and performance measurement.
• In-depth knowledge of the health system performance in NB and Canada.
• Knowledge of acute, home, and long-term care considered an asset.
