Contract Management Specialist

Contract Management Specialist manages the Service Contracts for the Holyrood Thermal Generating Station (HTGS) including preparation of specifications and tenders, coordination of the evaluation of bids and managing of contractor safety and performance. The successful candidate will also provide technical support to HTGS. The successful candidate will ensure that assigned equipment and facilities are properly installed and Environmental Guidelines are followed and maintenance standards and practices include approved engineering directives.

Responsibilities:

  • Management of Primary Asset (Boiler) Maintenance Contracts; liaises with OEM Representatives, chairs progress meetings, tracks and submits work orders for identified action items; works with OEM to address technical issues - provide direction and decision; approves timesheets for major contract work.
  • Manages Site Services Contracts - Contract Administration, Contract Preparation and Public Tendering; ensures quality maintenance history is maintained for assigned assets including large pumps, motors and other main components; liaises with OEM representatives on site; maintains a record of execution for compliance with asset schedules; act as point contact to facilitate maintenance completion at outside shops; maintains the Service Contract master list and ensures the proper channeling of costs.
  • Monitors and controls costs for Primary Asset and Site Service Contracts; completes monthly accrual reports; maintains contracts within Public Tendering and Corporate Financial Guidelines; processes Contract Change Orders and other documentation and assists and directs craft Supervisors in same; ensures proper processing of orders outside of standard contract terms.
  • Coordinates preparation of contracts to ensure inclusion of special requirements for insurance, labour relations, performance, safety, and environment.
  • Works with required staff and departments having input to the preparation of a contract and to assist in the resolution of conflicts related to contract terms and conditions.
  • Coordinates necessary reviews by legal counsel or others prior to contract tendering, and establish and maintain standards for the assembly of contracts for execution.
  • Participates in contract termination, claims, or dispute settlements.
  • Monitors contract performance and conformance to commercial terms.
  • Monitors the effectiveness of the Maintenance Program.
  • Investigates recurring maintenance problems and other incidents, and recommends modifications or upgrading.
  • Provides contract compliance audits and carries out incident investigations as necessary.
  • Works with Plant Engineering and Maintenance staff to ensure contracted work meets environmental and technical requirements including Engineering directives.
  • Assists in the development and maintenance of the 10 year Maintenance Plan.
  • Assists with the preparation of Operating and Capital Budgets.
  • Performs other duties as required.

Job Requirements:

  • Graduation from a recognized Technical College with a diploma in the Engineering field or a University Degree in Engineering.
  • A minimum of 7 - 8 years' experience in engineering field with proven experience in contract administration and management.
  • Other combinations of relevant education and experience will be considered.
  • A sound working knowledge of the Public Procurement Act, contract administration, project management, and procurement principles.
  • Project Management Professional (PMP) designation with project management experience would be considered an asset.
  • Team player with a strong attention to detail with the ability to work autonomously and manage tight deadlines.
  • Demonstrate strong written and verbal communication skills;
  • Knowledge of corporate systems such as JDE as well as exceptional knowledge of MS Office, especially Excel, Word and Power Point.
  • Ability to thrive as a participant within a multi-discipline team of both internal and external resources.
  • General knowledge of electric utility industry and regulatory environment.
  • Must possess and maintain an appropriate valid driver's license.
