Who we are:
The Department of Education and Early Childhood Development regulates Early Learning and Childcare Services through legislation and policies. The Early Learning and Childcare Division is responsible for licensing childcare facilities, including designating early learning and childcare facilities, and monitoring compliance to all legislation and policies for supporting improvements to increase quality of service.
The Early Learning and Childcare Services team is also responsible for conducting investigations of licensed early learning and childcare facilities and unlicensed operations.

The opportunity:
The Department of Education and Early Childhood Development (EECD) is seeking two individuals to join the Early Learning and Childcare Services branch in Shediac, in the position of Inspector/Investigator.
What you will do:
Reporting to the Manager of Early Learning and Childcare Services, the Inspector works with a team of Quality Assurance Monitors to primarily inspect and renew the licence of early learning and childcare facilities in accordance with the Early Childhood Services Act and adjacent regulations. The Inspector/Investigator works with the operator during the initial inspection phase and the renewal inspection phase. The Inspector/Investigator works with the operator in conducting investigations to ensure the safety, security, and well-being of children in early learning and childcare facilities.
Responsibilities of the Inspector/Investigator

Initial and Annual Inspections

  • Performs onsite initial and annual inspections of early learning and childcare facilities to verify and enforce compliance to all requirements under the Early Childhood Services Act, licensing regulations and all other associated legislation and policies.
  • Issues orders for compliance including corrective measures and deadlines or recommend suspension or revoking of licences.
  • Recommends to the Early Learning and Childcare Services Manager for the issuance and renewal of Early Learning and Childcare licences or the refusal to license.
  • Performs follow-up onsite inspections with a compliance plan in collaboration with the Quality Assurance Monitor.

Investigations of early learning and childcare facilities

  • Leads and conducts investigations of licensed early learning and childcare facilities following complaints and incidents related to the safety, security, and development of children, or following an inspection with identified high risk or chronic non-compliance to the Early Childhood Services Act, licensing regulations and all other associated legislation and policy.
  • Gathers information and proof while applying techniques such as interviews, observations, documentation review, note taking to evaluate the accuracy of statements provided and gathering and assessment of pertinent evidence.
  • Prepare investigation reports, briefing notes and other relevant documentation supported by legislation, and effectively manage information necessary for recommendation of immediate action or legal proceedings.
  • Recommends to the Early Learning and Childcare Services Manager the suspension or revocation of a licence, the issuance of a probationary licence and recommendation for the reinstatement of a licence.

Investigations of unlicensed childcare operations

  • Leads and conducts investigations of unlicensed childcare operations to verify the number of children under childcare services as per defined in the Early Childhood Services Act and licensing regulations.
  • Recommends to the Early Learning and Childcare Services Manager the order to cease operations.
  • Recommends to the Early Learning and Childcare Services Manager the issuance of an interim permit.

Strategic Relationships

  • Responsible for developing, maintaining, and enhancing professional relationships with the operators, administrators and educators of early learning and childcare facilities.
  • Develop a network of resources and a comprehensive understanding of the programs and services that may be available to operators from a variety of Departments and service providers.
  • Strategic and operational planning; the review of program standards, policies, and procedures; the development of unit work plans

Other duties may be assigned as required.

Work environment:

  • Office location: Shediac, NB
  • Consists of field work within the following areas: Richibucto Region, Bouctouche Region, Shediac Region, Dieppe/Moncton/Riverview Region, Petitcodiac Region and Sackville Region
  • Standard hours of work: Monday - Friday, 8:15-4:30, although some work outside these hours may be required.

Need to have:

  • Bachelor's Degree in Education, Criminology, Social Sciences or a related field with 4 years of experience, where (2) years should be in early childhood OR Early Childhood Diploma and a minimum of six (6) years related experience, where (2) years should be in early childhood. An equivalent combination of education, training and experience may be considered.

Written and spoken competence in English and French is required for the position. Please state your language capability on your application. Level 3(advanced) is required for the position which is able to speak the language with sufficient structural accuracy and vocabulary to participate effectively in most formal and informal conversations in both professional and social contexts.

Nice to have:

  • Interpretation and reinforcement of legislation and/or conducting inspections/investigations.
  • Experience and knowledge in early childhood programs and services.
  • Certificate of Completion - NB Early Learning and Child Care Curriculum Framework or Curriculum éducatif Services de garde francophone du Nouveau-Brunswick.
  • Experience in investigative processes, including but not limited to, applying interviewing techniques, gathering evidence, and efficient file presentation.

  • Possession of a valid class 5 driver's license as issued by the Province of New Brunswick is also required and own use of transportation.
  • Travel within the province is required.

Wage:
Pay Band 4 - $56,758 to $79,378 annually
