In this role, you will :

Responsibility 1 - Workforce planning and recruitment

  • Collaborate on forecast analyses of workforce needs to ensure optimal resource planning.
  • Maintain and update a list of personnel available for deployment.
  • In collaboration with Operations and People Services Business Partners, develop and maintain skills profiles for various positions to meet operational needs.
  • Assist in developing position profiles, job titles, contracts and responsibilities associated with the RIUSC mandate.
  • Manage personnel availability and assignments based on operational requirements.
  • Maintain ongoing communications to ensure the list is up-to-date and that personnel is prepared to respond to urgent or specific needs.
  • Carry out staffing in collaboration with the national Talent Acquisition team and managers.
  • Liaise with temporary employment agencies.
  • Analyze the staffing process and make recommendations.
  • Collaborate on implementing personnel engagement and retention initiatives.

Responsibility 2 - Onboarding and orientation

  • Coordinate new employee onboarding in collaboration with Shared Services and the management team.
  • Meet and greet new employees.
  • Train employees on how to use the time management software and employee portal.
  • Keep the orientation tracking file up to date.
  • Monitor trial period.

Responsibility 3 - Payroll

  • Send payroll documents to the national Compensation team in a timely manner.
  • Collaborate with the national Compensation team as required.

Responsibility 4 - Labour relations

  • Develop in-depth knowledge of the organization, its departments, as well as their roles, challenges and objectives.
  • Serve as a point person for employee questions about internal programs and policies, as well as current collective agreements.
  • Ensure People Services policies, standards and procedures are applied appropriately to ensure they align with the mission and principles of the Red Cross and comply with legal requirements.
  • Provide advice on the general interpretation and application of People Services policies and current collective agreements.
  • Conduct exit interviews and keep the statistical file up-to-date.
  • Participate in People Services development projects as required.
  • Analyze disciplinary issues.

Responsibility 5 - Training and development

  • Coordinate internal and external employee training and information sessions.
  • Share information on People Services programs.
  • Oversee the HR training and development program to meet the organization's strategic objectives and comply with Bill 90.
  • Maintain the training tracking file and liaise with the national Learning & Development team.
  • Ensure collaboration with the national Shared Services team to ensure that procedures and tools are developed and aligned.

What we are looking for :

  • University degree in human resources management or industrial relations; a combination of education and experience may be considered.
  • Minimum three years' experience as a generalist in a unionized workplace.
  • Experience in a non-profit organization or SME an asset.
  • CPHR membership or pending membership an asset.
  • Must be committed to the Fundamental principles of the Red Cross Movement and model the core competencies of the Canadian Red Cross: team excellence, service excellence, accountability and results focused.
  • Ability to work independently with minimal supervision, meet tight deadlines, and manage time effectively.
  • Experience and confidence managing a variety of projects simultaneously in a fast paced environment.
  • Ability to process highly confidential and sensitive information.
  • Strong MS Office skills, including Word, PowerPoint, Visio and Excel.
  • Strong skills in using HR information systems, Microsoft Dynamics and Taleo an asset.
  • Fluency in French and English is mandatory.
  • Excellent verbal and written communication skills in French and English.
  • Logical, resourceful, process-oriented and detail-oriented.
  • Demonstrated interpersonal skills (tact, diplomacy, etc.) and ability to build strong relationships with representatives at different levels.
  • Strong ability to synthesize information, analyze data and summarize.
  • Demonstrated ability to balance competing priorities of diverse groups and clients in a changing environment.

Working conditions :

  • This is a hybrid working position.
  • Non-traditional work hours may be required during emergency responses.
  • Short-term travel to various offices in Quebec and across Canada may be required.
