The Building and Facilities Operations Coordinator II position at WorkplaceNL is responsible for supervising and ensuring proper management of daily maintenance of the building and grounds for the St. John's, Corner Brook and Grand Falls-Windsor offices. This includes completing planning, scheduling and implementation of all repairs as required to ensure the efficient and effective operations of the respective buildings

The Building and Facilities Operations Coordinator II is a lead position in the Facilities Management Division of the Finance Department, which is responsible for providing a safe and healthy work environment for WorkplaceNL employees. The main objective is to coordinate the work flow of all aspects of the building operations and maintenance and to maintain the security of the building and grounds.

This role reports directly to the Manager, Purchasing and Facilities Management

Role Responsibilities

  • Coordinates with outside technical agencies for all annual inspections on the following equipment: fire alarm system, fire extinguishers, fire hydrants, Inergen Gas system, elevators, air conditioning and heating units. Also ensures that regular maintenance is performed.
  • Must have an in-depth understanding of carpentry, plumbing, mechanical, and electrical repairs. This will provide the necessary support for the efficient maintenance of the buildings and grounds.
  • Oversees and monitors all work done by outside contracts including cleaning, garbage and snow removal, security and grounds maintenance and other specific projects and renovations that may be contracted out.
  • Responsible for contractor orientation to WorkplaceNL procedures and buildings.
  • Must be proficient in the use of computer technology such as Oracle Fusion and Microsoft applications.
  • Responsible for the receipt, organization and coordination of work flow requests received through WorkplaceNL's online Facilities Work Requester program.
  • Must be familiar with government purchasing procedures, building codes and OHS regulations in order to effectively assist with the development of specifications for WorkplaceNL's ongoing contract requirements and special projects.
  • Responsible for scheduling and installing the cabling system as requested by the Information Technology Services Department at each of Workplace's offices and schedules the maintenance and back-up support necessary for these systems in all offices.
  • Responsibilities for the oversight of Workplace's security services including the on-site security services contract at the St. John's office including the staff resources provided by the contracted security contractor, as well as the monitoring and response to alarms and instances for WorkplaceNL's intrusion monitoring system and service and the maintenance and monitoring of WorkplaceNL installed security cameras at each of the Workplace offices.
  • Due to the nature of repairs, tasks and responsibilities, must often be scheduled and completed after hours and on weekends. It also requires being available on little or no notice to provide necessary emergency support.
  • Directs the daily activities of the Building and Facilities Operations Coordinator I.
  • Monitors performance of all contractors.
  • Diagnoses technical problems/issues concerning repairs and operations and provides effective solutions. Provides technical advice, support and assistance to the Manager, Purchasing & Facilities Management, on the overall operations of the St. John's building and regional offices.

Essential Skills and Qualifications

  • Journeyperson certificate in an applicable trade, or an equivalent diploma from a recognized institution with a minimum of five (5) to seven (7) years' experience in a similar position.
  • Requires excellent organizational, interpersonal and supervisory skills.
  • In-depth knowledge of carpentry, mechanical, electrical or plumbing repairs.
  • Technical knowledge of applicable building codes, procedures and legislation, including OHS regulations.
  • Knowledge of Microsoft Office products.
  • Understanding of provincial government purchasing procedures.
  • Demonstrated superior analytical, problem solving and interpersonal skills.
  • Independent judgment and sound decision-making
  • Experience in negotiating the procurement of goods and services.
  • Demonstrated ability to communicate effectively, both orally and in writing

What success looks like in this role?

  • Demonstrating fundamental knowledge of the ability to coordinate the work flow of all aspects of the building operations and maintenance and to maintain the security of the building and grounds, ensuring compliance with the policies and procedures of WorkplaceNL building codes and OHS legislation, and the Public Procurement Act, Regulations and Policy, with a client-centric focused approach;
  • Continually seeking innovative ways to improve and streamline Facilities Management; and
  • Maintaining effective relationships with internal departments and requestors, as well as external contracted vendors of WorkplaceNL.

Experience and an educational equivalency will be considered.
