Service New Brunswick is seeking a Bilingual(French-English) individual to join the Technology Services Division as a Manager, Business Application Services (BAS). The SNB Technology Services Division provides technology services to all Government of New Brunswick departments and Regional Health Authorities. With over 700 employees, we form one of the largest IT employers in the province with office locations in most cities and regions. Technology is often a core component to government services provided to the citizens of New Brunswick. We are mandated to deliver an extensive range of IT Services across various information technology disciplines. The BAS Manager plays a role in the efficient and effective delivery of technology and business solutions needed to meet GNB's evolving business requirements and improvement of processes. The position reports to the Director, Business Application Services and is responsible to lead and manage a multi-disciplinary team assigned to develop and support innovative strategies to help transform GNB service delivery through a variety of technologies and services.

What will you be doing?

The Manager responsibilities include but are not limited to the delivery, maintenance, and support of a broad portfolio of complex and highly diversified business systems used by the department of Education and Early Childhood Development and other associated stakeholders. Your responsibilities in this role will include:

  • Ensuring business applications are implemented, supported, monitored, maintained and optimized to address the ever-changing business requirements of the public service sector;
  • Providing leadership and management/mentorship to develop high performing teams;
  • Establishing and maintaining effective interaction, communication, and collaboration among clients, users, vendors, and other technology services teams;
  • Provide leadership for small to medium sized solution projects within an agile approach to delivery;
  • Owning operational budgets and analyzing financial performance and variances;
  • Supporting activities related to software development and services procurement;
  • Evaluating current applications to identify areas to improve standards, simplify portfolio, and enhance functionality and/or improve supportability; and
  • Identifying and managing risk associated with software security and quality assurance.

ESSENTIAL QUALIFICATIONS:

A completed university degree in Computer Science, Business Administration, or related discipline plus a minimum of seven (7) years of related Information Technology Services experience with at least two (2) years in a managerial capacity with significant responsibility for human resources, including performance management, coaching, leadership, and recruitment OR a two (2) year College Diploma with nine (9) years of related Information Technology Services experience with at least two (2) years in a managerial capacity with significant responsibility for human resources, including performance management, coaching, leadership, and recruitment.

Subject to the response to this competition, an equivalent combination of education, training and experience may be considered.

Demonstrated competence to Read, Write and Speak (present) in English and French is required.

ASSET QUALIFICATIONS:

Preference may be given to candidates who demonstrate they have experience in one or more of the following areas:

  • IT experience with Government of New Brunswick departments and services
  • IT experience in with Education and Early Childhood Development
  • Experience in the procurement of software and services within the Government of New Brunswick or other Public Sector organizations
  • Experience leading a dynamic employee base in a demanding work environment which includes external third-party contracts
  • Experience managing IT system delivery teams, including coaching, performance management, recruitment, prioritizing work, communication and conflict resolution.
  • Experience with Agile delivery, frameworks, and DevOps technology
  • Experience with the application lifecycle and corresponding best practices related to planning, design, analysis, implementation, enhancement, and optimization of complex application suites
  • Experience with Risk Identification and Management/Mitigation
  • Experience with Information Management and Security
  • Experience in establishing, monitoring, and evolving IT System Operational Support processes
  • Experience with planning and managing software releases
  • Experience with the principles of project management, problem solving and change management
  • Experience with application maintenance and support processes and best practice methodologies
  • Experience with large systems consisting of multiple integration points
  • Experience with budget management and analyzing financial performance and variances

OPERATIONAL REQUIREMENTS:

  • Remote or in-person work opportunities available as determined by assignment and supervisor
  • Occasional travel to Fredericton may be required if the candidate is not located in Fredericton
  • This position may require some travel, and you must possess a valid class 5 driverâ??s license
  • This position requires periodic flexibility in working hours, which includes evenings and weekends
  • Candidates will be required to undergo Criminal History Clearance prior to appointment
