We are searching for an Immigration & Settlement Specialist who will be a subject matter expert in professional regulation/licensure, foreign qualification recognition (FQR), immigration, settlement and workplace integration who is passionate about the recruitment and settlement of newcomers, has the innate ability to collaboratively improve complicated processes, and drive innovation while ensuring all aspects of the FQR pathways are addressed.

This opportunity is a 12 month term.

Reporting to the Talent Leader, Healthcare Strategy, the Immigration & Settlement Specialist will lead the FQR experience from: leading collaboration with external stakeholders to review and implement change regarding licensure and training requirements; facilitating recruits through the immigration pathways to ensure processes are streamlined; influencing the onboarding process; and, providing information and resources to ensure successful settlement and integration into Medavie and their communities.

With a strong focus on researching and understanding the international marketplace and the Canadian provincial licensing requirements, the Immigration and Settlement Specialist will identify top source countries for securing talent for current and future staffing needs throughout the organization.

The Specialist will be an ambassador for the Medavie Inc. brand and culture, proactively build community/professional relationships and execute creative and innovative knowledge-based sourcing strategies.

Key Responsibilities:

  • Research and collaborate with internal stakeholders (operations, human resources, finances, Medavie HealthEd, etc.) to understand: manpower needs; external relationships (regulators, educators); domestic supply; experience with international recruits; and, workforce readiness to integrate international workers in order to develop an immigration, settlement and integration strategy for all operating companies per occupation, by province.
  • Prepare licensure, immigration, and settlement process maps and procedures manuals to inform regarding the pre-arrival, arrival and post-arrival phases per occupation, per operating company.
  • Develop and administer surveys and reports regarding international recruitment processes from mission activities.
  • Support Medavie HR staff and employees (non-health/non-mission, existing and potential) with immigration information, and assistance as required to utilize federal and provincial immigration streams.
  • Research and collaborate with external stakeholders (governments, regulators, professional associations, etc) to: provide input into licensure pathways (including assessment and gap training options) for internationally trained recruits; obtain provincial immigration designations; assist with international recruitment missions; navigate immigration pathways; and seek external funding options in order to support Medavie's human resource needs.
  • Support international recruits by: managing immigration pathways (assisting with forms); completing employer immigration processes (forms and fees); facilitating settlement webinars; and providing information and assistance to all recruits throughout the licensure (assessment and gap training), immigration, settlement and integration processes in order to provide 'white glove' concierge service.
  • Strong understanding of: domestic and international employment markets; trends and employment standards related to recruitment; professional regulation; federal and provincial immigration streams; and, settlement and workplace integration supports in order to implement best practices and design innovative change or pilot programs.
  • Must be passionate about all facets of Foreign Qualification Recognition (assessment, gap training, workplace integration supports) and pay attention to small details in order to deliver great customer service to leaders, operation companies, and recruits.
  • Requires strong research skills, solid problem solving and analytical skills, the ability to effectively negotiate and influence, and build collaborative relationships with internal and external stakeholders to evoke change.
  • Awareness of employer brand concepts and strategies.

Qualifications:

Education

  • Post-secondary education in public policy or related fields or a combination of education and relevant experience that allows for subject matter expertise in professional licensure/regulation, FQR, immigration and settlement.

Experience

  • A minimum of 3 years of experience working in the FQR sector as either a regulator, educator, public servant (government, immigration) or settlement provider.
  • Demonstrable experience in influencing and driving towards results.
  • Proven experience in delivering recruiting results individually or as part of a team (meeting recruitment KPIs) in a fast-paced, demanding, high growth environment.
  • Working knowledge of professional regulation and Canadian immigration processes.
  • Working knowledge of human resources principles and practices including human rights and employment equity legislation is an asset.

  • Knowledge of professional licensing requirements - Acts and Regulations
  • Knowledge of Foreign Qualification Recognition (assessment and gap training processes and best practices)
  • Knowledge of Canadian immigration programs and streams - Acts and Regulations
  • Knowledge of newcomer settlement needs and workplace integration programming to increase retention
  • Innovative approach to solving problems; able to identify the root cause and drive process improvement
  • Stakeholder management skills with the ability to influence at all levels of an organization
  • Advanced knowledge of MS Office (Word, Excel, and PowerPoint)
