Requirements:

  • Post secondary education in Geographic Sciences, GIS Analytics, Applied Digital Geography or similar Geomatics program with an emphasis in Geographic Information Technology or a related field.
  • One (1) year of relevant experience with Geographic Information Systems (GIS) using ESRI GIS platform in a municipal environment.
  • Experience using ArcGIS online to build and publish apps.
  • Experience with Autodesk products (AutoCad/Map and Civil 3D)
  • Proficiency reading and interpreting Engineering, Architectural, Topographic and Survey plans.
  • Valid Class 5 driver's license with a clean driving record.

The Water & Sewer Division requires a Geographic Information System Technician to set and maintain standards of municipal infrastructure data management, and integrate existing ArcGIS layers, key attribute data from new (CAD based) and old engineering files/drawings. This data is to be used to provide the division with the online Engineering & Operations GIS Viewer platform and Ipad tablet based graphical representation (Apps) of infrastructure in order to collect data and maintain Water & Sewer infrastructure. The Division also supports a City wide water distribution system hydraulic model (Bentley WaterGEMS) and a sanitary sewer collection system hydraulic model (Bentley PC SWMM) which are operated by engineering consultants on our behalf. The GIS Technician will support our engineering consultants, developers, survey firms and others by providing and integrating digital files from annual municipal construction to and from engineering consulting firms. The Engineering Department utilizes a storm sewer hydraulic model (PCSWMM) that the GIS Technician will be asked to assist in its use and maintenance. What You'll Do:

  • GIS data management: Convert and integrate engineering drawings, CAD data, and field surveys into ArcGIS Enterprise (ArcGIS Portal), ensuring seamless access to critical water and wastewater infrastructure information.
  • Mapping & Visualization: Design high-quality maps and graphics for reports, presentations, and decision makin, providing clear insights to infrastructure assets.
  • Data Governance & Standards: Establish and maintain standards for data collection, storage and retrieval, and dissemination, ensuring accuracy and consistency across the Water & Sewer Division.
  • Collaboration & Support: Work closely with engineering consultants, developers, survey firms, and internal departments to provide and integrate GIS data and support planning activities.
  • Technical Leadership: Lead GIS-related projects and provide technical support to water and wastewater staff, enhancing the efficiency of GIS tasks through automation and script development.
  • Spatial Analysis & Geoprocessing: Conduct geospatial analysis to support infrastructure planning and decision making, including hydraulic modeling for water distribution and sanitary sewer systems.
  • Software & Hardware support: Troubleshoot GIS software and GPS device issues, providing timely solutions to technical problems.
  • GIS Policy Development: Assist in creating GIS policies, procedures, and standards to ensure data consistency and quality within the organization.

What You Bring:

Technical Proficiency

  • Hands on experience with ArcGIS Pro, ArcGIS online, and ArcGIS Enterprise (ArcGIS Portal).
  • Familiarity with Autodesk products (AutoCAD, Map, Civil 3D).
  • Experience with spatial data, GIS databases, SQL, and metadata management.
  • Proficiency with Microsoft Office Suite and relevant GIS and CAD tools (Bluebeam, Autodesk and AutoCAD).
  • Serve as technical lead for GIS and data solutions for water and wastewater staff including developing tools and scripts to automate GIS tasks and improve efficiency.

GIS & Map Knowledge

  • Ability to read and interpret engineering, architectural, and topographical plans.
  • Experience working with geospatial data formats, including LIDAR, aerial imagery and vector base maps.
  • Conduct research and stay updated on GIS industry trends, technologies, and best practices in water and wastewater to improve the GIS capabilities of the organization.

Communication and Problem Solving

  • Strong written and Verbal communication skills for preparing reports and interacting with stakeholders.
  • Troubleshooting and technical support abilities.
