The Project Director, Enabling Works and Renovation Services provides strategic advice and Project Management oversight to the infrastructure renovation, sustainability and risk management healthcare projects. They are accountable for effectively planning and delivering assigned projects within a renovation infrastructure scope while ensuring policy objectives are achieved. This includes meeting or exceeding project objectives with respect to quality, schedule, safety, risk mitigation and budget targets.
- Lead renovation, sustainability and risk management healthcare projects to operational completion by leading both internal and external stakeholders to desired outcomes.
- Build and maintain effective relationships as the primary contact with other work stream leads, various stakeholder groups and external advisors and consultants. This includes establishing integrated working groups for each project (with NSH, CSDS, and other key contributors) with a minimum frequency of bi-weekly meetings.
- Lead the development and maintenance of integrated project plans for each project within assigned portfolio including scope, budget and schedule to ensure project objectives are realized as efficiently as possible. Actively and regularly communicate with the integrated project team when changes arise to the project schedule that impact any other project activities.
- Manage and oversee assigned project staff pursuant to Build NS human resource practices and oversee the work of contracted external resources to ensure cost-effective delivery of work in accordance with the scope of negotiated contracts. Meet at least 1x per week with direct reports to ensure strong visibility to priority deliverables, provide support and removal of barriers, and continued alignment to overall project scope.
- Monitor project deliverables and provide direction to direct reports as well as integrated project team members when required to maintain strong alignment regarding the project schedule, upcoming activities, and risk management.
- Ensure that BNS project managers, project officers and project coordinators are completing their assigned duties and responsibilities in a timely and coordinated manner. This includes document review and approval.
- Manage project risk by establishing risk registers for each project within assigned portfolio, engaged integrated project working group to assess likelihood, impact and mitigation strategies, and recommending appropriate mitigation strategies to Senior Leadership.
- Communicate regularly with sponsors and stakeholders to maintain positive working relationships. Work with integrated project team to ensure aligned and consistent communication to project sponsors and stakeholders as changes are made to the project schedule, milestones or deliverables.
- Provide oversight to ensure all spaces are reviewed and deficiency-free, or deficiencies logged, in the lead up to Substantial Performance. Ensure the post-substantial deficiencies are rectified and integrated into the integrated project plans.
- Lead in the development of Build NS program status reports consistent with organizational reporting processes and standards.
- Continuously monitor resourcing against project timelines and deliverables. Manage procurement of project resources according to approved procurement policies including contract management of Build NS project suppliers.
- Works closely with Senior leadership and Communications for any project updates in a public forum or within media.
- Ensure the effective management of human and financial resources by setting and evaluating staff performance targets monthly, promoting DE&I and a healthy, respectful workplace.
- Continuously demonstrate BNS leadership competencies and positively support organizational policies and procedures.
- Role model and reinforce teamwork across integrated project team to ensure project success is achieved.
- As the ideal candidate, you have a post-secondary degree in Engineering, Architecture, Construction Management or other relevant discipline, along with ten (10) plus years of progressive experience in a leadership role in construction operations or project management, preferably with a good understanding of healthcare or similar scale public infrastructure projects. It is strongly preferred to be (or meet the requirements to be) actively registered as a Full Member (P.Eng) with Engineers Nova Scotia (ENS).
- A results-oriented leader with a proven ability to create alignment across various business units, you can effectively manage diverse teams of project consultants, specialists and contractors and help develop high performance project teams across multiple locations. You have a proven track record in strategic planning, operations and budget management, project scheduling, as well as developing and implementing best practices in project management.
- You have strong knowledge of relevant legal matters, legislation, regulations, standards and codes, and are adept at managing through the evolving demands and priorities inherent within large, complex construction projects.
- You are proficient in developing metrics and reporting structures to effectively measure and report on project performance, ensuring communications with a wide array of stakeholders are consistent and seamless.
- Exceptional at managing, prioritizing, and planning, you draw upon your natural people leadership skills to work cohesively and effectively with large and diverse teams, and you can propose innovative and industry-leading solutions and recommendations for accomplishing project objectives.
