In this role, you will :

Responsibility 1: Coordination of Proposal Development

  • Guides the CRC program and technical teams from ideation to submission, ensuring high-quality proposals aligned with donor and partner requirements.
  • Leads a participatory process that integrates inputs from partners and program, advisory, and technical teams, ensuring alignment with protection, gender, inclusion, PMER, and risk mitigation strategies.
  • Develops and maintains proposal development tools and processes, manages online repositories (e.g., SharePoint), and ensures ongoing communication, updates, and knowledge sharing for proposal development.
  • Ensures proposal budgets meet donor and CRC requirements, liaises with relevant teams for donor portal registration, and maintains CRC accounts for proposal submissions

Responsibility 2: Lead Responsibility for Delivering Proposals

  • Serves as the lead writer for concept notes and proposals, collaborating with program leads, technical teams, and external consultants as needed to ensure a high-quality final product.
  • Synthesizes inputs from technical and programmatic teams, aligns content with donor requirements (e.g., proposal templates, scoring rubrics, GBA+), and integrates partner and population perspectives into proposals.
  • Ensures all required supporting documents, including needs assessments and partner contributions, are prepared and submitted on time to meet donor requirements.
  • Oversees editing, redrafting, and final approvals, ensuring timely submission of polished and complete proposals aligned with donor expectations.

Responsibility 3: Manages the Proposal Development Pipeline

  • Tracks all opportunities and submission, and ensures that the proposal pipeline is kept up to date with the input of the programme teams.
  • Ensures that timely reports on the proposal pipeline are produced and shared with senior leadership and executives, as required.
  • Analyzes pipeline data quarterly, and compares results with market and competitor analysis.
  • Updates information in joint reporting platforms within GR Hub teams, such as Humanitarian Services dashboard, quarterly reports etc.

Responsibility 4: Supports an Effective Team

  • Actively contributes to departmental and project teams, fostering teamwork by sharing expertise, exchanging experiences, and disseminating relevant materials.
  • Mentors colleagues on processes, systems, and sourcing methods, and provides supervision and support to junior program team staff contributing to proposal writing.
  • Ensures compliance with CRC policies and procedures, contributing to a healthy and safe working environment and integrating volunteer resources when needed.
  • Participates in disaster planning, preparation, and response, and performs other duties as required.

What we are looking for :

  • Demonstrated experience in the planning, implementation, monitoring and evaluation of large ($5+ million) programs/projects.
  • Excellent writing skills in English, particularly in the context of proposal writing.
  • University Degree in International Development, Humanitarian Studies or other related fields.
  • Minimum 5 years managing and developing complex humanitarian and/or development programs/projects in high-risk environments.
  • Knowledge of the Government of Canada's Feminist International Assistance Policy and Emergency Management programmes.
  • Strong knowledge of program design that meets or exceeds Government of Canada requirements.
  • Strong inter-personal skills and aptitude for working with cross-functional teams and delivering collective results in a matrix environment.
  • Flexibility and adaptability: open to collaboration with passionate professionals; thrive in a fast-paced evolving work culture.
  • Demonstrated ability to review, synthesize information and produce quality technical documents.
  • Solid grasp of Results Based Management, including the Theory of change or other Logical Frameworks as well as donor budgetary requirements (i.e. Public Safety and Global Affairs Canada).
  • Flexible and ability to adapt to change in timelines and schedules with little supervision.
  • Ability to travel periodically.
  • Fluency in English is required, French is an asset.

Working Conditions :

  • The location of the position is preferred to be Ottawa based and will be hybrid. The work may include travel in Canada or internationally as a part of the assessment and proposal development process with partners.
