Position: Manager of Communications.

Location: Corner Brook, NL.

Hours of Work: Monday to Friday, 9 am to 4 pm.

Rate of Pay: $55, 250.00/per annum.

Job Description: The Communication Manager will lead, coordinate and implement internal and external communication for the Qalipu First Nation (QFN). In this key role, the Manager will ensure that all communications reflect the Nation's values, mission, and strategic priorities, promoting transparency, cultural sensitivity, and engagement with both community members and external stakeholders. The Manager of Communications will be a member of the management team and work closely with the team and seek appropriate approvals for communication initiatives. This role requires a strategic, culturally aware communicator with a strong commitment to supporting the QFN community-focused initiatives and reputation.

Responsibilities:

Develop, implement, and evaluate Communications Policy, including updating policies as needed to align with evolving community needs and goals.

Manage media relations including writing, and development, of media materials such as press releases, media advisories, and public service announcements. Act as the primary media contact, ensuring that all communications represent the values of Qalipu First Nation. Provide training on Communications Policy to new staff and members of the Council as needed

Oversee the successful implementation of the QFN Communications Plan

Work collaboratively with the Senior Management Team, Chief, Council, and other stakeholders to develop and implement a comprehensive Communications Plan that aligns with the strategic priorities of QFN.

Manage the Communications Department, including supervising and mentoring the Communications Officer, ensuring alignment with communications goals and professional development.

Collaborate with the Senior Management Team to develop, execute, and manage effective marketing and communication strategies for programs, projects, and events; oversee advertising plans, budgets, and ensure alignment with upcoming communication needs.

Attend meetings of Chief and Council to create reports and stay apprised of upcoming communications requirements

Provide information to internal and external stakeholders about decisions made by Chief and Council

Provide reports or other input as requested for Executive Standing Committee Meetings.

Work with Band Manager to ensure all members of Council have training on communication skills to be effective in their role as elected leaders

Oversee digital communications channels (website, social media) and ensure messaging consistency and cultural appropriateness. Prepare speaking notes, key messages, background documents, briefing notes etc. for Council and Senior Management as directed to support media engagement and participation in various events.

Develop and implement a crisis communication plan.

Coordinate community engagement activities, including public forums, information sessions, and online communication efforts, to build transparency and trust within the Nation.

Proposal writing.

Preparation and publication of QFN publications including, but not limited to, the Annual Report and Membership Information Guide.

Ensure compliance with QFN general bylaws as it pertains to communications e.g., Annual General Assembly, Elections

Maintain confidentiality and protect the privacy of the internal operations and activities of the Nation

Is responsible for tracking and reporting on the effectiveness of communication strategies (e.g., engagement metrics, feedback from community members)

Ensure strict adherence to the Code of Conduct and Conflict of Interest policies.

Qualifications:

Education: Bachelor's degree in communications, Public Relations, Marketing, Indigenous Studies, or a related field. Equivalent training and experience will be considered.

Experience: Two years of experience working in a similar position.

Working Conditions: This role is primarily office based. However, from time to time, the Manager will be expected to attend events outside of the office on behalf of Qalipu First Nation. Candidates must be available to work evenings and weekends where needed. Some travel and overtime may be required.

Full-time Employee Benefits:

Annual Leave: FT employees - Three weeks per year.

Statutory and Non-Statutory Holidays: Employees are entitled to 13 days off to cover Statutory and Non-statutory holidays per year.

Summer Office Hours: Office hours during the summer months are from 8:30 am to 4:00 pm Monday to Thursday, Friday 8:30 am to 12:30 pm. The schedule starts the first long weekend in May and continues until the last week of September.

Christmas Break: the office closes during the Christmas break; this is a bonus that employees are entitled to.

FT Employee Benefits: Option to enroll in C of C - Employee Benefits Plan.

Registered Pension Plan: QFN has a pension plan, FT employees contribute from 4 to 7%, employee contributions are matched by the Band.

FT Sick and Family Medical: Full Time Employees are entitled to 12 paid sick and family medical days per year.

Under 2 hours Medical Appointment: Employees may attend an appointment of less than 2 hours with no deductions to Sick and Family Medical.

Discretionary Bereavement: One day off per year for the death of a relative not included as immediate family, a close friend or neighbor.

Volunteer Program: Employees may volunteer outside of the organization up to 21 hours.
