Manager, Assessments Services

We are currently looking for a Manager, Assessments. The Manager, Assessments, through the development and maintenance of the Newfoundland and Labrador Industrial Classification System, Annual Rate Setting Model, PRIME Experience Program Model and Auditing Program is accountable for the organizations revenue generation. You will be responsible for the maintenance of the employer classification system, the employer registration system, the employer filing system (both physical and electronic files), the employer billing system, development and support of employer web services (CONNECT), determination of coverage under the Workplace Health, Safety and Compensation Act and ensuring that all audit functions are effective, efficient and achieved in a cost-effective manner.

This position ensures that the annual rate setting process is completed on schedule and ensures timely assessment processing. Also, the Manager, Assessments, has the sole responsibility for reviewing requests for cost relief in accordance with the negligence provision under Section 106 of the Workplace Health, Safety and Compensation Act.

Role Responsibilities

  • Oversees and directs the day-to-day administration of all activities of the Assessment Services Division, including supervision and direction of employees and the assignment of work.
  • Monitors and reviews the performance of Assessment Unit staff and provides ongoing feedback; performs annual performance reviews; sets objectives annually in conjunction with the Director, Assessments; provides on-the-job training and counseling as required and initiates, develops, arranges or conducts other training as required.
  • Communicates the mandate of the Assessment Services Division through presentations to employers and industry groups on a variety of issues ranging from the calculation of base rates and the classification system, to cost allocations under the PRIME Experience Program.
  • Schedules and coordinates all resources associated with the annual base rate, the PRIME experience program and auditing programs. This process involves all levels of the organization and, as well, external sources.

Essential Skills and Qualifications

  • Bachelor of Commerce Degree, with a concentration in accounting.
  • Completion of a professional accounting designation or a Master's in Business Administration.
  • At least five years' experience in accounting/auditing field with considerable experience in financial and statistical analysis and five years of progressive management experience.
  • Formal training and a demonstrated ability to use various personal and mainframe computer systems and applications.
  • Experience and training in supervision and motivating staff to achieve the organizational goals and objectives.
  • Demonstrated oral communication skills (including presentation skills), interpersonal skills, and well-established written communication skills.
  • Thorough knowledge and understanding of negligence and tort law. Knowledge of the Contributory Negligence Act of Newfoundland and Labrador would be a definite asset.
  • Must have a comprehensive knowledge of the Workplace Health, Safety and Compensation Act/Regulations, policies and procedures, and must have a firm grasp on the concepts and principles of workers' compensation and how they apply in varying situations. Knowledge of the provincial economic climate and the industries operating in this province would be an asset.
