The Department of Health is seeking an individual to join the Shared Analytics Branch as a Data Strategist in Fredericton.
As the Data Strategist you will:
- Be familiar with and follow the GNB Solutions Delivery Framework, standards and practices;
- Facilitate workshops with technical and business colleagues to capture and document requirements, processes, future state etc.;
- Work with technical and business teams to analyze business needs to design or procure solutions that address business requirements;
- Work with technical and business teams to define and document solution benefits, and outcomes.
- Be responsible for design, collaboration, requirement gathering and compliance for data used by Shared Analytics and information utilized for decision making and predictive analytics requirements;
- Lead teams of solutions specialists, programmers, Database Administrators, and business stakeholders in coding, testing and implementing functionality that is identified by any of the aforementioned deliverables;
- Maintain strong and collaborative relationships with Business Application Services Team Members, Project Managers, Enterprise Architecture and other SNB teams;
- Maintain strong and collaborative relationships with client departments and business owners;
- Develop or source training and resources for the effective utilization of the data within the Department of Heath data warehouse (Data Sharing Platform ¿DSP¿);
- Perform other related duties as required.

Essential Qualifications:
- Bachelor's degree in Data Science, Mathematics, Statistics, Economics, Computer Science, Engineering, or a related area.
- A minimum of six (6) years of related work experience.
- An equivalent combination of training and experience may be considered.
- Written and spoken competence in English and French is required. Please state your language capability on your application.

In the event that this competition poses difficulties in recruiting a qualified candidate, a covering off appointment at a lower level may be made. In that case, candidates with less than the required related years of experience may also be considered.
Asset Qualifications: Preference may be given to candidates that possess one or more of the following asset qualifications:
- Experience in designing, implementing, managing and querying large databases;
- Knowledge of and experience with database connectivity including ETL, ELT, SQL, XML, JSON - ideally this would include experience with HL7 v2.4, and HL7 FHIR;
- Experience in cleaning and harmonizing data from source systems in a multilingual environment;
- Demonstrates skills with scripts and other programming languages in particular SAS, Python or, R and Java;
- Experience with discovery and linking data to facilitate access to data and analysis;
- Knowledge of data strategy supporting the direction of predictive analytics, utilization of the cloud, Data Science lifecycle, integration with Power BI, Power BI Premium space (P1), and Power BI Datamarts.

Salary: $61,828 to $86,372 per annum (Pay Band 5)
