Job Summary
Reporting to the Manager of Application Development, this position provides technical leadership and guidance, systems analysis, design and programming on new and existing applications to ensure availability, reliability, integrity and security. The incumbent will provide leadership and mentor other application development staff with designing, developing and modifying software applications in accordance with organizational and industry standards. This position will also lead in the establishment, implementation and maintenance of departmental standards and best practices. This position also aids the manager in the development of key performance indicators and adherence to key project milestones as well as helping with training and mentoring other staff. Finally, this position is integral to setting technical direction on projects and reporting progress to the manager.

Specifically, this position oversees and completes assigned requests; designs, develops and implements software solutions; coordinates system enhancements; maintains and supports multiple production systems; consults with users and key stakeholders concerning system requests; works closely with team members and other technical groups; designs, writes and modifies computer programs; understands the client organizations business needs; designs and configures solutions to meet identified business requirements, processes, and functional requirements; investigates and corrects application production issues; ensures enhancements adhere to organizational and industry standards; ensures adequate system testing and user review; reviews and updates documentation (e.g. Operational Procedures Manuals, Network Diagrams, Disaster Recovery Plans).

Job Qualifications

• Graduation from a recognized university with a Computer Science degree or a bachelor's degree supplemented by a graduate diploma in Information Technology, minimum one year (900 hours duration) or from a recognized Technical College with a minimum three-year Computer Studies Diploma.
• Minimum of seven years of experience within the last ten years in advanced software application design and development (using technologies / skills such as C#, Java, NodeJS, Blazor, MVC, MVVM, .Net Core, RESTful APIs / web services, DevOps, etc.).
• Experience with software design patterns such as MVC and MVVM
• Experience with CI CD pipelines
• Proven ability to architect, design, develop, deploy and support enterprise class software applications
• Experience with cloud-based services using platform as a service technology for enterprise application development and delivery (i.e. Service Now, Sales Force, AWS).
• A minimum of 3 years' experience in a leadership role in an enterprise environment. This may include leadership for specific projects.
• Experience working with database technologies is required.
• Expert knowledge of structured and object-oriented programming.
• Demonstrated ability to work independently as well as the ability to build and maintain successful working relationships.
• Demonstrated strong time management skills and the ability to prioritize tasks.
• Demonstrated strong critical thinking skills.
• Demonstrated strong leadership skills and the ability to teach and mentor others.
• Demonstrated strong analytical, prioritization, organization, and communication skills.
