Position Details

Context:

The Community Partnerships and Homelessness Department provides research and analysis of best practices in social and transitional housing, homelessness prevention; and supports the development of the Provincial Housing & Homelessness Plan. The Department supports the CEO and the Minister Responsible for Housing through the development of position papers and briefing materials to support engagement and partnership across the housing continuum. The Department also provides oversight of the corporation's eviction prevention framework, tenant and community relations program as well as the delivery of the provincial supportive living program, emergency accommodations (including shelters), as well as transition houses.

Duties:

Reporting to the Manager, Supportive Housing Services, the Program Supervisor, Shelter Standards position is responsible for overseeing the strategic implementation of NL's Emergency Shelter Standards, ensuring compliance across a diverse range of operators and working collaboratively with Managers, Emergency Housing Officers (EHOs), Social Workers, and technical staff. The Supervisor supports the planning, coordination and implementation of the Shelter Standards. The position also manages shelter inspections, assigns tasks, and addresses deficiencies through proactive mitigation strategies and compliance monitoring. The incumbent will guide the development and implementation of policies, procedures, and tools to enhance shelter capacity, promote safe operations, reduce barriers to access, promote housing-focused approaches and support the development of a community of practice within the housing and homelessness sector. Key responsibilities include project work planning, internal and external coordination and collaboration with stakeholders as well as staff onboarding, performance coaching, training, and task delegation to build a strong, effective team. The Supervisor will act as a liaison with shelter operators and community partners, addressing inquiries, complaints, and inspection processes, while supporting program invoicing review and approvals. Additionally, the position requires engaging with stakeholders to strengthen the emergency shelter system, managing data requests, and fostering a client-focused service delivery in a dynamic, fast-paced environment and other duties as required.

Criteria

Screening Criteria:

  1. Completion of a Bachelor's Degree in Business Administration, Commerce, or the social sciences (equivalencies may be considered)
  2. Experience in a supervisory role
  3. Experience working in a case/client service environment
  4. Experience working with community partners
  5. Experience managing a unionized workforce (asset)

  1. Knowledge of social/government programs and the process for accessing these programs
  2. Knowledge of resource management
  3. Knowledge of program and policy development
  4. Knowledge of relevant programs and processes (i.e. eviction prevention)
