Who we are and your role:

At the Office of the Comptroller (OOC), we prepare one of the largest sets of public sector consolidated financial statements in the Province, with annual Revenue and Expenses of approximately $13 billion. We ensure the timely and reliable completion of financial statements which meet Canadian public sector accounting standards and are audited annually. At the OOC, we carry out internal audit services across diverse government organizations including for example in the departments of health and education. As the accounting experts within government, we are often consulted on new and emerging issues that may have significant accounting impacts. We are a trusted advisor and partner to those leaders across government delivering services and programs to people in the Province.

The Comptroller is the Chief accountant and internal auditor for GNB. The financial statements consolidate the results of over 100 organizations across government into the one Government Reporting Entity. This role is a great opportunity to lead a modern and capable team of well-educated professionals who make a difference by producing accurate and timely financial statements which are a key accountability mechanism to the people of NB and the foundation for decision making on financial matters. You will also lead the motivated team of internal auditors that support the efficient and effective operations of government through the examination of systems and practices. These internal audits make recommendations across government to improve government programs and services and are highly regarded deliverables across government.

Reporting to the Deputy Minister of Finance and Treasury Board, your responsibilities will include:

  • fostering transparency and accountability in the province's financial operations
  • preparing accurate and timely financial statements that reflect the financial state of the Government of New Brunswick and meet Canadian public sector accounting standards
  • ensuring that revenues and expenditures meet statutory requirements
  • overseeing internal audit and consulting services for government departments
  • providing advice and support to Ministers and executives on financial management matters
  • identifying areas vulnerable to fraud and taking proactive measures to address them; and
  • leading high-performing teams in a collaborative and modern way

Given the technical and precise nature of this role, you have a strong understanding of professional accounting standards in the public sector and are current on new and emerging accounting developments. Your ability to partner and collaborate with others while exercising exceptional analytical ability will be critical to adding value through the work of the OOC internal audit group and advice you provide across government. You are also committed to excellence in the public sector in all that you do including leading people and the fulfillment of the key mandates of the OOC. Your approach will ensure the OOC maintains its high standards of excellence while continually evolving to meet the changing needs and circumstances of the public sector.

Your professional requirements:

  • A degree from a recognized university in business and public administration, or a related discipline
  • A Canadian Chartered Professional Accountant designation with a minimum of 12 years of progressively responsible related work experience
  • Leadership abilities to motivate a highly skilled team as demonstrated by at least 5 years experience managing large teams including 3 plus years in a senior level position
  • Experience working with legislation, regulations, and policies in a government or large corporate setting that demonstrates your ability to process new and complex matters quickly
  • Knowledge of public sector accounting standards in Canada. Ideally you also have familiarity with their application within the GNB or can demonstrate how you would get up to speed quickly.
  • Familiarity with the external audit process as the auditor or auditee would also be helpful
  • An understanding of the role and importance of the internal audit function within the public sector
  • Skilled communication abilities to partner with senior levels of government including elected officials and others
  • Written and spoken competence in French will be considered an asset.

Wage:

Pay Band 12 - $144,274 â?? $158,730 annually

Work environment:

  • Office location: 675 Kings Street, Fredericton, NB
  • Standard hours of work: Monday - Friday, 8:15-4:30
