The Department of Transportation and Infrastructureâ??s mission is to contribute to New Brunswickâ??s economy and quality of life by providing and supporting sustainable infrastructure that allows for the safe and efficient movement of people, goods and government services to the public. Not only is the department responsible for managing over 18,000 kilometers of provincial highways, it also manages the planning, design and construction of hospitals, schools and other government buildings.
What will you do?
Reporting to the Assistant Deputy Minister â?? Transportation Division, as director of Capital Planning you will be responsible for the following responsibilities:
- providing strategic leadership for the development, management, and oversight of the transportation capital portfolios, including the five-year Capital Asset Management Plan;
- ensuring the effective use of data collection systems and asset modeling tools to inform decision-making and provide technical guidance;
- leading the planning and implementation of highway initiatives to promote public safety and economic well-being;
- overseeing the development of portfolio strategies, funding allocation, and performance monitoring to ensure efficient resource use and alignment with provincial priorities;
- guiding the preparation of functional plans that evaluate environmental, social, technical, and economic considerations for highway projects;
- fostering partnerships with industry and oversee the issuance of permits for specialized vehicle movements;
- collaborating with senior management and stakeholders to align strategic initiatives with provincial goals; and
- supervising, managing and mentoring a high-performing team to deliver on branch objectives.

Essential Qualifications:
- University degree in business administration, engineering, urban planning, finance, public administration, or related field with a minimum of eight (8) years of progressively related experience.
Progressively related and responsible experience includes:
- Significant experience in capital planning, infrastructure development, strategic planning and resource allocation.
- Six (6) years of direct supervisory experience and leadership experience managing employees and diverse teams effectively.
- Experience in data analysis, forecasting, and long-term planning.
- Exceptional communication and presentation skills, with experience engaging diverse stakeholders.
- Strong understanding of fiscal planning, budget management, and policy development.
- Ability to manage multiple complex projects with competing priorities in a fast-paced environment.
- Experience with Microsoft Office Suite.
- Valid Class 5 driverâ??s license as issued by the Province of New Brunswick.
An equivalent combination of education, training and experience may be considered.

Asset Qualifications:
Preference may be given to candidates that demonstrate the following assets:
- demonstrated experience and knowledge in areas of infrastructure;
- demonstrated experience employing a variety of software solutions with Project management and portfolio software; and
- demonstrated experience working in a government setting and environment.
Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

SALARY:
Pay Band 8: $4,155.00 to $4,680.00 bi-weekly, based on 36.25 hours per week.
