We are currently accepting applications for a Payroll and Pension Manager to join our team.

Responsible to the Chief Financial/Operating Officer, the ideal candidate will be responsible to:

Responsibilites

  • Responsible for overseeing the accurate and timely processing of bi-weekly payrolls for the Northwood Group of Companies and affiliated companies
  • Plans and directs the payroll function for the Northwood Group of companies and affiliated companies (e.g. Shoreham Village)
  • Balances, adjusts information being transferred between software systems.
  • Responsible for the administration of the pension plan (NSHEPP). Provides communication and support for retirements, terminations, past service purchases and mandatory enrolment, including all year end reporting, etc.
  • Manages the use and recovery of funds related to payroll expenditures
  • Oversees all year end processes, i.e. T4's, yearend roll over, etc.
  • Provides leadership and coaching for Payroll Supervisor
  • Liaises with internal and external clients including senior management and government
  • Provides leadership to Payroll Supervisor relative to all payroll functions, responsibilities and reporting requirements
  • Performance Appraisals on staff as required
  • Approves pre-authorized debit services (PDS) transactions and system administration for RBC express
  • Reviews system processes to ensure the integrity of the system; Verifies that proper internal controls are in place
  • Manages the use and recovery of funds from government funding sources; processes invoices for maternity leaves, retirement's allowances, Nursing Leadership education premiums, long service increments, supplemental leave credits, etc.
  • Accounts for payments; monitors and processes payments, and ensures compliance with Revenue Canada for T4 purposes for the internal CCA bursary recipients
  • Provides customer service for all retirees from the NSHEPP pension plan and determines the Retirement Allowance provisions
  • Provides ad hoc reports as requested
  • Responsible for reconciliation of pensionable earnings for NSHEPP on an annual basis
  • Approves on-line remittances for WCB and Receiver General for all Companies
  • Complies with all corporate policies, collective agreements, terms and conditions of employment and government legislation (e.g. Labour Standards, Income Tax Act, Workers Compensation Legislation, Employment Insurance Legislation, etc.)
  • Oversees the maintenance of accurate records for employee benefits including sick banks, vacation, overtime, statutory holiday and leaves of absence, etc.
  • Responsible for the administration of benefit plan deductions and creates remittances specifically for the health, dental, life and long term disability insurance plans and RRSP's; Implements rate adjustments regularly and maintains Benefit Rate Table for distribution to appropriate staff
  • Administers enrollment, deductions and remittance processes for the NSHEPP
  • Supervises completion of the Annual Pension Plan Contribution Report for the NSHEPP pension plan and acts as the liaison with pension carriers
  • Prepares Public Sector Compensation Disclosure information
  • Maintains salary scales and implements annual salary increases and retroactive payments as per the collective agreements and as directed by Human Resources
  • Oversees the preparation of T4's and T4A's for the Northwood group of companies and affiliated companies
  • Oversees the preparation of T4/T4A summary reports for CRA Process Pensionable and Insurable Earnings Report as received from CRA
  • Remits statutory deductions for CRA and WCB and reconciles monthly statements for both agencies; resolves any discrepancies with agencies
  • Oversees the closing of the payroll year and establishes new year system requirements
  • Oversees annual professional dues payroll deduction and annual remittance
  • Accurately accounts for all labour distribution expense bi-weekly, and salary and benefit expense on a monthly basis to ensure proper allocation to the general ledger
  • Maintains the computerized payroll system by analyzing and testing changes to ensure integrity; works with technical support to implement upgrades and fixes as required
  • Provides ad hoc reports as requested
  • Creates and maintains a current procedure manual for all job functions
  • Serves as a backup in the absence of the payroll associates and the Supervisor
  • Acts as a resource for staff, co-workers and management
  • Provides information and documentation to external auditors
  • Ensures integrity of software integrations
  • Performs other duties as required

Qualifications

  • Undergraduate degree in Business, Accounting or related field
  • Certification with Canadian Payroll Association (Certified Payroll Manager - CPM)
  • 10 years' related experience required
  • Five years experience in managerial or supervisory rold required
  • Five years experience in pension plan administration required
  • Excellent knowledge in computerization, including Excel, Word and payroll software
  • Excellent data entry skills, complemented by strong mathematical & reconciliation skills
  • Knowledge of Avanti payroll software is considered an asset.
  • Demonstrate strong verbal & written communication skills, along with being analytical, methodical and flexible by setting and adjusting priorities frequently
  • Ability to work overtime and on statutory holidays as required
  • Knowledge of and adherence to all Corporate policies, current collective agreements and government legislation, i.e. Labour Standards, Income Tax Act, Privacy Act, Workers Compensation Legislation, Employment Insurance Legislation, etc.

Salary: As per Northwood Scale

Hours of Work: 80 hours bi-weekly (8 hour shifts)

Effective: December 13, 2024
