Position Details

Context: The Central Regional Office maintains and supports all NL Housing rental properties in the Grand Falls and Gander areas, as well as delivering a variety of programs designed for low to moderate income households and homeowners. The region provides a wide range of services, including receiving and processing rental applications; administering rental accounts and lease compliance provisions; providing various client services and tenant relations; and monitoring, facilitating and administering property maintenance. Regional staff members are involved in the delivery of the Provincial Home Repair, Home Modification, Home Energy Savings, Partner Managed Housing, and Rent Supplement Programs.

Duties: The incumbent is responsible for performing skilled repair and refurbishment work on NL Housing owned residential units, including preparing vacant units for occupancy. Work performed includes plastering/painting units, carpentry (including the replacement of doors, windows, siding and cupboards), and plumbing. Work may involve mold/mildew remediation, as well as minor asbestos abatement. The incumbent also determines scope of work in consultation with supervisor, prepares estimates of materials/supplies/labour, and maintains labour/material records. The incumbent will complete work on occupied units and other related duties, as required.

Criteria

Screening Criteria:

  1. Completion of a Carpentry, Painting and Decorating, or Renovation Technician program (equivalencies may be considered)
  2. Experience in residential plastering and painting
  3. Carpentry experience in residential maintenance/construction
  4. Experience in plumbing trade
  5. Journeyperson Certificate of Qualification in Carpentry or Painting & Decorating (Asset)

Assessment Criteria:

  1. Knowledge of the plastering and painting trade, including the use and care of the tools of the trade
  2. Knowledge of the methods and practices of the carpentry trade, including the use and care of tools of the trade
  3. Knowledge of plumbing trade, including the use and care of the tools of the trade
  4. Knowledge of National Building Code (asset)
  5. Ability to estimate materials/supplies and labour
  6. Ability to effectively exchange information
  7. Ability to work independently while maintain time and tasks
  8. Client Service Orientation

Conditions of Employment

Conditions of Offer:

  1. Proof of a valid class 5 driver's license.
  2. An acceptable driver's abstract
  3. An acceptable Certificate of Conduct

Conditions of Acceptance:

  1. Willing to accept day travel (significant)
  2. Willing to accept overnight travel to remote areas (periodic)
  3. Acknowledgement of requirement for heavy lifting (greater than 50 lbs)
