About Hearing & Speech Nova Scotia:

Hearing and Speech Nova Scotia (HSNS), established under the N.S. Society's Act in 1963, is responsible for providing audiology services to Nova Scotians of all ages, and speech-language pathology (SLP) services to preschool children, home schooled children, and adults. HSNS delivers integrated and standardized provincial services, in collaboration with its partners (Department of Health and Wellness, NSH, IWK, DEECD, and others) in 35 clinic sites, located in over 25 communities. HSNS governance is provided by a volunteer Board of Directors, in collaboration with the CEO and leadership team. It maintains an accountability agreement with the N.S. Government and operational agreements with Nova Scotia Health and IWK Health.

About the Role:

Reporting to the Director of Finance and Operations, as People and Culture Manager, you will be a key leader in our success by designing and delivering our approach for recruitment, retention, offboarding, succession, engagement, performance, occupational health and safety and ensuring a just culture. Possessing a passion for developing people and having a strategic and operational mindset, you will anticipate and collaborate with the HSNS leadership team to provide talent tools to enable our workforce for today and the future.

Additional details about the role include:

  • Align HSNS HR strategy to identify workforce needs and attract and recruit talent to address gaps in workforce skills to support our delivery of safe and quality client care.
  • Develop strategies to foster staff retention, through support of staff well-being, with a focus on mental health and burnout prevention, addressing the growing pressures in healthcare.
  • Provide HR-related workforce training and development to address healthcare-specific challenges such as patient safety, client-centered care, and continuous learning for healthcare professionals.
  • Ensure compliance with all relevant Nova Scotia labour laws, including the Labour Standards Code, Occupational Health and Safety Act, and Human Rights Act
  • Stay updated on changes in labour legislation and collective bargaining practices to maintain compliance and support organizational decision-making.
  • Oversee the interpretation and implementation of the HSNS Collective Agreement, ensuring inclusive hiring practices that promote diversity, particularly in collaboration with First Nations, African Nova Scotian, and other community groups.
  • Create and monitor an inclusive report that tracks achievements, trends, and opportunities across employee life cycle and implement plans to improve.
  • Actively contribute to the Occupational Health and Safety Committee by promoting compliance with OHS guidelines (including infection prevention), promoting staff wellness initiatives, fostering a just culture, and supporting staff in reporting and addressing workplace incidents.
  • Support HSNS strategic goals, serving on implementation teams as required (e.g. Staff Wellness, Labour Relations, Equity-Diversity-Inclusion Committee).
  • Participate in monthly Management Council meetings to showcase workforce health of HSNS, share industry trends, market intelligence, and best practices that enhance hiring skills and abilities.
  • Support the HSNS risk assessment, action planning and workforce planning alignment
  • Participate in monthly Management Council meetings to review strategic hiring needs, recruiting activities, and applicant pipeline development plans.
  • Support managers in effectively leading performance management processes for low-performing employees, providing guidance and resources to foster improvement and enhance overall team performance. Supervise and direct the day-to-day operations of the HR/Benefits Coordinator role.
  • Provide support in union relations, including assisting with employee grievances, ensuring effective communication between union representatives and management, and stepping in as a consistent presence when handling employee-related issues under the collective agreement.

What we are looking for:

  • A university degree in a related field, complemented by a Chartered Professional in Human Resources (CPHR) designation; equivalent qualifications will be considered.
  • Proven experience in workforce recruitment and retention within a unionized environment. Leadership experience at a management level.
  • Experience working in a healthcare environment.
  • Knowledge of the Canadian Human Rights Act and applicable Nova Scotia legislation.
  • Strong understanding of current recruiting and performance management methods, best practices, and relevant policies and employment regulations.
  • Experience in designing, developing, and supporting organization-wide talent acquisition programs.
  • Expertise in people development, including implementation of principles of equity, diversity, and inclusion and anti-racism, team building, staff training, and coaching.
  • Proficiency in collecting and utilizing data to enhance processes and inform business decisions.
  • Experience in various sourcing strategies, including internet searches, social media, networking, employee referrals, job postings, and conducting open houses and virtual job fairs.
  • Intermediate proficiency with Microsoft Office Suite and related software, such as Ceridian and Bamboo HR systems; experience with system implementation is an asset
  • Exceptional operational leadership skills, with strong oral and written communication, management, and organizational abilities.
  • Resilient and confident, demonstrating persistence and the courage to respectfully challenge and defend positions when necessary.
  • Strong analytical and critical thinking skills, with the ability to analyze complex data from multiple sources and draw meaningful conclusions.
  • Proven change leadership capabilities, including initiating change, planning and project management, overcoming resistance, and ensuring sustainable implementation.
  • Excellent interpersonal, counseling, and negotiation skills, with a strong ability to collaborate effectively across all organizational levels.
  • Demonstrated ability to make sound decisions under pressure and navigate ambiguous situations.
