The Tri-County Regional Centre For Education currently has the following permanent position

Effective Immediately:

Position: Procurement Analyst

Reports to: Coordinator of Finance

Location: Yarmouth, NS

The Procurement Analyst position is a Non Union - 12 month position. The salary for this role is Band 5 as outlined within the terms and conditions of employment in accordance with the Education Entities Non-Union Compensation Framework. For additional details, the framework can be found here.

Qualifications:

· Completion of Bachelor of Commerce Degree or Business Administration Degree;

· Completion of, or current enrolment in a recognized Professional Purchasing Designation, (SCMP, CPPB or equivalent) would be an asset;

· Minimum of 5 years' experience in the Procurement field;

· Proficient in the use and application of Microsoft Excel and other Microsoft Office software;

· Experienced and proficient in analysis of financial/accounting data and using this data to prepare reports and cost/benefit analysis;

· Experience in the use of SAP would be an asset.

Accountabilities:

· Strategic planning in Region's purchasing;

· Proactive leadership with school and regional spending;

· Prepares tenders and Requests for Proposals (RFP) for the Regional Centre. For example:

o Preparing and posting tender/RFP documents, purchase orders and appropriate documentation, (award/non-award letters, tender opening forms etc.), in consultation with the requisitioning party as required in a timely manner for TCRCE;

o Assisting in TCA projects - working with Operations staff to strategize the project and the project spend and being involved in the tendering process from start to finish;

o Maintaining a current record of all TCRCE tenders/RFP's/contracts with expiration dates;

o Maintaining an accurate and complete filing system for purchase orders as well as their supporting documentation for TCRCE;

· Obtains quotations as per Regional Centre's purchasing policy. For example:

o Obtaining a minimum of 3 written quotations from qualified suppliers, if applicable, to achieve the best overall value to the Regional Centre, unless available through an existing Government of Nova Scotia Standing Offer;

· Assist in the quoting process by working with budget managers in the collection of quotations, reaching out to suppliers, researching product or services feedback and help in finding and recommending the best product that meets TCRCE's needs;

· Prepares written reports which analyze the cost/impact of current procurement practices for goods or services and compares this to that of alternatives. Makes recommendations based on this analysis;

· Provides other purchasing services as required. For example:

o Issuing and changing purchase orders in SAP, with appropriate authorization from the party responsible for that area of the budget, as required;

o Maintaining petroleum product pricing for the Regional Centre;

o Updating contract pricing and all product information on SAP as required;

o Reviewing contract pricing and contacting suppliers re: incorrect pricing, as necessary;

o Ensuring that all requirements for payment contained in the quotation or tender are communicated to Accounts Payable;

o Working with Accounts Payable to resolve purchase order discrepancies;

o Reviewing and recommending revisions to the Purchasing Policy and Procedures, in consultation with appropriate parties;

o Developing efficient systems for the reporting and resolution of photocopier issues;

o Maintaining accurate records of the photocopier inventory, usage and lease expiry dates;

o Assisting various Regional personnel in the utilization/sale of surplus equipment in accordance with the TCRCE policy on surplus equipment;

o Expediting purchase orders in a timely manner;

o Ensuring changes to web site order forms are posted in a timely manner and users are notified of the new forms;

o Processing telephone service request forms from schools and Regional central office personnel;

o Performing product analysis and making recommendations on products that could be more efficiently procured under a standing offer;

o Preparing reports as requested by the Coordinator of Finance;

o Attending provincial Joint Purchasing Committee meetings, on behalf of TCRCE and ensure proper communication levels are maintained;

o Maintain supplier relationships including meeting with vendor sales representatives, where appropriate, and maintain key supplier list for TCRCE;

o Selecting and taking educational courses with the goal of enhancing job performance and knowledge, in consultation with the Coordinator of Finance;

o Work with suppliers and schools to ensure contracts and agreements are followed and savings are maximized;

o Document procurement work flows;

o Work with other departments in the development and maintenance of TCRCE standing offers;

o Keep inventory and replenish, when necessary, supplies for the TCRCE office building;

o Track and maintain TCRCE data base for contractor WCB letters and liability insurance certificates;

o Represent Finance in special projects with a procurement focus. Communicate to others as appropriate;

o Assist in energy analysis and energy efficiency projects;

· Complies with the Occupational Health and Safety Act and Regulations;

· Completion of WHMIS and First Aid, or willingness to obtain upon hire;

· Performs other related duties as required.
