Human Resources Manager
The Fundy Regional Service Commission (FRSC) is seeking a Human Resource Manager to support a broad range of operational and strategic human resource functions for its 62 employees. This includes 17 staff managing various mandated services and the 45 employees (32 unionized) of Crane Mountain Landfill. We are seeking a human resource generalist, capable of balancing day-to-day operational demands all while building-upon the strategic direction of the Commission. The Human Resource Manager's key responsibilities identified below are not intended to be fully exercised upon the introduction of this new role to the FRSC, but instead, the ideal candidate is one who is eager to build understanding, comfort and proficiency in the role over time. Ultimately, the FRSC is seeking candidates interested in a stimulating and productive career with the Commission and its talented workforce.
The FRSC is a public service organization serving seven vibrant communities along the Bay of Fundy: Fundy-St. Martins, Grand Bay-Westfield, Hampton, Quispamsis, Rothesay, Saint John, and the Fundy Rural District. We are dedicated to fostering collaborative excellence, building resilient communities, and delivering valuable outcomes across a wide range of services, from solid waste management to regional planning and community development.
Position Summary: Reporting to the Chief Executive Officer, the Human Resources Manager develops and implements comprehensive HR strategies that align with FRSC's vision while providing expert people management support. This role leads all aspects of HR operations, including talent management, organizational development, labour relations, and health and safety programs. The position plays a crucial role in shaping organizational culture, driving employee engagement, and ensuring compliance with employment legislation.
KEY RESPONSIBILITIES:
Strategic HR Management
- Develop and execute HR strategic initiatives that address business challenges and opportunities
- Design and implement HR policies, procedures, and manuals
- Establish and monitor HR metrics and KPIs to measure program effectiveness
Talent Management & Development
- Lead full-cycle recruitment, including job postings, interviews, and onboarding processes
- Manage personnel files and job descriptions
- Design and implement training programs and team-building initiatives
- Identify opportunities for employee career development and funding programs
- Develop and oversee management performance evaluation programs
- Create and maintain succession planning processes
- Maintain a robust cross-training program to ensure the organization is supported by effective back-up or shadowing support
Employee Relations & Wellness
- Oversee labour relations, including contract negotiations and grievance management
- Guide discipline processes and conflict resolution
- Manage payroll, benefits programs and employment contracts
- Oversee the collection, monitoring and evaluation of vacation and sick leave
- Develop and implement work-life balance and wellness programs
- Develop and support wellness related initiatives for FRSC employees
Compliance & Safety
- Ensure compliance with employment standards, union contracts, and workplace legislation
- Manage WorkSafeNB requirements and return-to-work programs
- Oversee health and safety planning and program implementation, including leading the joint health and safety committee
- Maintain updated safety contracts and employment agreements
- Monitor and report on workplace safety metrics
Other
- Contribute to regular senior management meetings of FRSC administrative staff
- When necessary, complete research, analysis, reporting writing, and presentations to support business before the FRSC Board of Directors
- Other assignments assigned by the CEO
Qualifications:
- Bachelor's degree in HR or related field
- Minimum 5 years progressive HR experience
- CPHR designation will be considered a decided asset
- Strong knowledge of NB employment legislation and HR best practices
- Exposure to labour relations and contract negotiations
- Excellence in change management and organizational development
- Strong analytical and problem-solving abilities
- Bilingualism (English/French) is an asset
