Job Summary

Under the direction of the Manager of the Newfoundland and Labrador Centre on Substance Use (NLCSU), the Harm Reduction Consultant is responsible for leading the planning, development, implementation, and evaluation of harm reduction strategies, services, initiatives, and policies. This role involves active participation in strategic planning and serves as a resource and liaison for other NLHS zones, community organizations, primary care providers, and mental health and addiction professionals. By offering education and support, the consultant promotes the implementation of harm reduction strategies and increases awareness and knowledge of harm reduction principles, goals, and activities among internal staff and external partners.

This role also engages people with lived and living experience of substance use to include their voices and perspectives to improve the planning and delivery of equitable, relevant, responsive, and effective health services for people who use substances. The Harm Reduction Consultant plays a leadership role in developing and implementing the Provincial Take Home Naloxone program, coordinating opioid overdose education and prevention efforts, and providing a harm reduction perspective to health care policies and practices.

This position operates within a changing environment where health is monitored and influenced by current research practices in health promotion, population health, health and social policy, and health and social services delivery systems. The position may be required to adjust hours on occasion to facilitate activities outside of regular hours of work.

Job Qualifications

Education

A Bachelor's degree in a health-related discipline is required. A Master's degree Master's Degree in Public Health, Health Promotion, or a related field is preferred.

Experience

Minimum of three years' experience working in mental health and addictions.

Experience with program design implementation and evaluation as well as adult education.

Considerable administrative and clinical experience in mental health and addictions.

Strong analytical, organizational, interpersonal, and leadership skills are essential.

Experience in human resources management, financial management, change management, and quality initiatives is an asset.

Experience leading programming for populations experiencing complex health and social issues, with a preference for experience in a harm reduction-based setting .

Competencies (Knowledge, Skills & Abilities)

  • Strong proficiency in harm reduction principles and care delivery.
  • Knowledge and experience in trauma-informed care, violence prevention, transgender care, recovery-oriented practices, and Indigenous cultural competency.
  • Deep understanding of the social determinants of health, intersectionality, and the unique challenges faced by people who use substances.
  • Proven abilities in leadership, strategic planning, innovation, and responsiveness.
  • Skilled in project management, program development, and evaluation.
  • Comprehensive knowledge of legislation and government policies regarding substance use and drug policy.
  • In-depth familiarity with evidence-based best practices in harm reduction, treatment, and prevention within the field of addictions.
  • Excellent project management skills.
  • Capability to collaborate effectively with diverse groups across a range of partnerships.
  • Strong oral and written communication skills.
  • Knowledgeable in change management principles.
  • High interpersonal effectiveness, sound judgment, creativity, adaptability, and dedication to teamwork.
  • Competency in managing continuous improvement and quality processes.
  • Commitment to fostering a safe and healthy workplace environment.
  • Knowledge of research methodology and statistical analysis for data interpretation.
  • Understanding of adult education principles and techniques.
  • Proficiency in MS Office Suite software.
  • Excellent relationship-building skills with internal and external partners

Current registration/licensure in the relevant professional association is required.
