Team Lead - Project Controls

Working as part of Hydro's Major Projects Department and reporting to the Project Controls Manager - Major Projects, this position will act as a Project Controls generalist, working across all departmental sub-areas, including planning, estimating, and cost control. The successful applicant is expected to bring knowledge of systems and practices to aid in the integration of existing practices with best practices in project controls. This role involves extensive interaction with consultants and contractors, providing strategic guidance and direction to ensure that cost estimates, reports, and forecasts produced meet Hydro's requirements.

The incumbent will support Project Managers in managing and controlling their projects, particularly in terms of cost, schedule, and scope management. They will assist in developing and implementing various Project Control framework plans and documents, including preparation for Decision Gates, Board Reviews, Project Sanctions, and other key project decision points. Additionally, the incumbent will help develop reporting mechanisms and tools for all levels, from Project Management to Executive.

Working with the Project Management Team, the incumbent will review and validate project execution methodologies proposed by consultants, including contracting strategies, execution planning, construction planning, and sequencing, and will analyze and communicate the impacts of these methodologies. They will aid in establishing proper reporting processes, prepare reports and analyses for various stakeholders, and ensure that project and contract control deliverables comply with expectations, providing meaningful forecast information to the Project Management Team.

The incumbent will also be available to participate in any required regulatory reviews, technical sessions, or hearings for Major Project applications. They will work with the Project Management and Controls Team to develop a consistent approach to establishing project contingency and make recommendations for contingency settings on a project basis. Supervision of both external team members (EPCM, FEED, Construction, etc.) and internal staff as required is also part of this role.
QUALIFICATIONS:
The ideal candidate will have 8-10 years of experience in at least one area of Project Controls, preferably on larger capital projects or programs. They should be skilled in developing and using various reporting systems and mechanisms, and be familiar with a variety of contract types. Additionally, the candidate should be knowledgeable about the Association for the Advancement of Cost Engineering (AACE) Recommended Practices and the principles of project planning and scheduling, including the Critical Path Network methodology. Familiarity with the Earned Value Management System and the ability to leverage the system for forecasting is also considered an asset.
