Job Summary
This position is accountable to the Regional Director of Laboratory Medicine and the Clinical Chief of Pathology and Laboratory Medicine for developing, organizing, directing, and evaluating systems and structures that support laboratory staff recruitment, training, orientation, development, laboratory quality management program and biosafety program activities.
The Regional Manager of Quality and Biosafety Compliance oversees the Eastern Zones of NL Health Services compliance program, functioning as an objective party to review, evaluate and resolve compliance issues within the laboratory program as it pertains to Quality and quality indicators, biosafety and biosecurity, accreditation, and occupational health and safety. The position ensures that management and employees are in compliance with the rules, regulations and standards of regulatory agencies, and that policies and procedures are in place and being followed.
This position is accountable for the efficient planning, managing, organizing and evaluating the operations of all NL Health Services Laboratories. This position also serves as an alternate for the Regional Biosafety Officer for Eastern Health and Public Health Laboratories and is the operations manager of the Laboratory Quality Coordinators.
As the Manager this position is accountable for the day-to-day operations of the quality management group, ensuring staff training, competency assessment, as well as for human resource management including recruitment, retentions, and labour relations.
Job Qualifications
Education
Completion of a recognized (accredited) Medical Laboratory Technology program supplemented by a Baccalaureate degree in science, technology or a related degree from a recognized/accredited post-secondary institution is required.
Courses or certification in laboratory quality management or quality important is required.
Courses in biosafety are an asset.
Lead Auditor Training for ISO Quality Management Systems will be required if not already completed.
Experience
Minimum of 5 years of experience within the last 7 in clinical laboratory medicine is required.
Experience maintaining a Quality Management System, including internal auditing, developing nonconformance action plans, and managing accreditation visits is an asset.
Experience in the development of orientation and education programs.
Experience with occupational health and safety inspections and directives.
Experience in biosafety assessments knowledge of the Canadian Biosafety Standard and other Public Health Agency of Canada guidelines
Working knowledge of Accreditation Canada Diagnostics and ISO 15189 medical laboratory accreditation requirements.
