Position Overview:

The Governance and Communications Officer will ensure the effective delivery of the organization strategic plan and will develop and implement the comprehensive action plan for Four Pillars. The role will also assist with the development of legal and regulatory compliance of community laws and by-laws and manage and maintain organization policies and procedures. The incumbent will coordinate with project consultants, rightsholders, community leaders, staff, and act as a liaison between the Chief and Council, and the general public.

Duties and Responsibilities:

Governance:

  • Support the effective implementation of governance strategy in support of the Comprehensive Community Plan and Leadership Strategic Plan
  • Develop a work plan to coordinate and administer First Nation citizen engagement activities, including community meetings and/or door to door visits on the governance strategy
  • Provide strategic advice to support the effective implementation of Bilijk's governance strategy

Project Coordination:

  • Facilitate the development of the Four Pillars Action Plan and coordinate the timeline, resources, and logistics for each identified project/task
  • Act as the key point of contact for Bilijk decision-making related to project execution
  • Liaise directly with Chief & Council, community members, consultants, and relevant stakeholders to ensure smooth operation and successful execution of outlined projects and to support governance strategy
  • Lead and manage meetings tied to the Action Plan's projects and governance strategy
  • Monitor the budget and financial aspects of the Four Pillars Action Plan
  • Assist in planning program and services for advisory services and develop funding proposals as directed

Communication:

  • Regularly communicate progress, challenges, and changes to all relevant parties
  • Deliver quarterly updates on the Action Plan to community leadership
  • Ensure ongoing communication updates to Chief and Council and Bilijk Community members
  • Act as a liaison between Chief and Council, Administration and Band Members as required
  • Attend Band Council meetings and other meetings as directed by the Director of Operations
  • Assist in addressing and resolving communications issues related to the implementation of the governance strategy & the Action Plan
  • Develop, finalize and implement a Communication Strategy for the Community
  • Lead/Point of Contact for social media platforms and website

Evaluation & Reporting:

  • Regularly evaluate the progress of each initiative against the objectives set in the Action Plan
  • Prepare and present regular progress and reports to community leadership and members on the governance strategy and Action Plan

Documentation:

  • Maintain proper documentation of each step of the (Four Pillars) project implementation process
  • Prepare an annual work plan detailing, goals, projects, and timelines for activities assigned that is in line with the strategic direction of the organization

Qualifications/Requirements:

  • A minimum of two years' experience in project management or coordinating community development projects is preferred
  • A bachelor's degree or diploma in a relevant field (such as project management, communications, social sciences, community development, or cultural studies), or equivalent experience
  • Possess a deep understanding and respect for Indigenous cultures, particularly the traditions and values of Bilijk First Nation
  • Excellent written and oral communication skills in English. Ability to communicate in the Wolastogey language would be a significant asset
  • Strong organizational, time management, and leadership skills
  • Proficient in using project management software and tools
  • Comfort and ability to work on politically charged issues without becoming politically compromised
  • Ability to work under pressure and meet deadlines, while maintaining a positive attitude and providing exemplary customer service
  • Ability to multi-task and manage various project elements simultaneously
  • Interest in First Nation community development, organizational development, and effective governance
  • Excellent analytical and problem-solving skills
  • Ability to work independently and to carry out assignments with limited guidance
  • Knowledge of local and federal regulations and ordinances
  • Prior experience in developing and/or managing First Nation-related partnerships considered an asset
  • Adheres to organization's security and confidentiality policies

Bilijk is one of 325 Indigenous communities that opted into the Band Reparations Class Action, resulting in a $2.8 billion dollar settlement, in the form of a trust and facilitated by the Four Pillars Society (FPS). Bilijk will receive funds through the trust for the purposes of developing an Action Plan for the revitalization of their language and culture, based on the following "Four Pillars" established by the FPS:

1. Revival and protection of Indigenous languages;

2. Revival and protection of Indigenous cultures;

3. Wellness for Indigenous communities and their members; and

4. Protection and promotion of heritage.
