Classification: Full-time, term; salary

Contract Details: Until March 2026; possibility of extension

Salary: $65,000 (plus vacation and benefits package)

Hours: 37.5 hours a week

Position Description

YWCA St. John's seeks an experienced Manager with extensive experience in the childcare sector to advance YWCA St. John's development of a non-profit childcare centre. Working closely with the Director of Strategic Development and Childcare, the Manager of Childcare Development will assist the systems change project to advance economic security and prosperity of women and gender-diverse people, understanding childcare as a systemic barrier to women's economic security, significantly impacting those marginalized by immigration, race, class, and disability. To do so, the Childcare Development Manager will work on developing an accessible YWCA childcare centre. The Childcare Development Manager will have a strong understanding of the development and operations of childcare centres. They will be detailed oriented and oversee the planning, design and development process. This includes assessing site locations, assessing and developing a budget, and assessing project feasibility. They will oversee real estate development processes and facilities management, applying for permits, managing multiple contractors, and ensuring the development is in line with provincial guidelines, regulations, and standards. This position will also support the larger project through supporting events, cross-sector collaboration, as well as provincial/national travel and consultation to ensure development recognizes community needs.

Key Objectives/Primary Duties

  • Work with the Director of Strategic Development and Childcare to ensure the success of the Systems Change project by developing YWCA St. John's Childcare centre.
  • Collaborate with Director of Strategic Development and Childcare on project development and community engagement
  • Develop project concept and needs assessment.
  • Outline proposed number of spaces and services, possible locations, draft budget, and plan to test project feasibility.
  • Apply for relevant funding, including provincial capacity funding.
  • Work with contractors and service providers to ensure successful project design and development, which adheres to provincial and federal regulations in relation to classroom size, city zoning, and permit processes.
  • Liaise with provincial departments to cooperate with standards, regulations, and policies.
  • Assist with the completion of project reports, project budgeting, and workplan development.
  • Work in collaboration with Director of Strategic Development & Childcare on project events and initiatives.
  • Work in collaboration with YWCA St. John's Executive Director to report to ensure project success.

  • Experience in program management within a social justice and gender-equity framework.
  • Experience with the development, management, and delivery of regulated childcare.
  • Strong understanding of childcare Policy, regulations, operational models, and feasibility.
  • Experience working with contractors and subcontractors, planners, architects, real estate, and development professionals.
  • Successful track record of completing projects on time and within budget.
  • Experience with multi-sector collaboration, including developing government relations and building community partnerships.
  • Understanding of the Newfoundland and Labrador Early Learning and Childcare Act and accompanying regulations and standards.
  • An understanding of gender equity, anti-racist and anti-oppressive approaches in childcare delivery.
  • Strong administrative and budgeting skills.
  • Willingness to participate in self-reflection towards justice-doing and solidarity work as part of YWCA team.
  • Completion of a post-graduate degree in a related field (such as early childhood education, business administration, social enterprise, social work, education, social sciences) or equivalent combination of education and experience.
