About Our Opportunity
Under the direction of the Manager, Business Solutions, and Accountability, the Senior Information Analyst provides statistical research and reporting, data analysis, forecasting, evaluation, modeling, and trend analysis expertise to support evidence-based operational, managerial, and strategic decision-making within the Nova Scotia Provincial Housing Agency (NSPHA). The Analyst is responsible for developing and communicating economic and business intelligence, creating reporting and information-sharing tools, data quality management, data analytics products, executive dashboards, and key performance indicators. Also, creates and maintains a repository of analytical methodologies to support information, data management, and reporting activities.

Responsibilities
  • Developing, maintaining, and disseminating statistical products to support managerial and operational decision-making such as executive dashboards and key performance indicators.
  • Leading the agency-wide data quality management initiative.
  • Coordinating with other data providers inside and outside of the agency to leverage existing data products and reporting methodologies.
  • A sound understanding of evidence-based decision-making to inform managerial and operational decision-making.
  • Development and maintenance of a methodology repository and other documentation to support statistical analysis and key performance indicators.
  • Preparing monthly and quarterly reports in an accurate, timely and standardized format as required.

You also can suggest new processes and procedures as it relate to the development of statistical analysis, reporting, and dissemination. You excel at the ability to communicate and explain the methodologies you've used to develop the various statistical products you maintain and envision for the future.
You thrive in a fast-paced environment managing multiple deadlines and priorities. You also possess excellent interpersonal skills and are a collaborative team player.

Qualifications
  • An undergraduate degree in Mathematics, Economics, Computer Science, Information Management, or Statistics; a graduate degree in a related field would be an asset.
  • Five years progressive experience, as a data analyst or business data analyst or related profession.
  • Must have experience in building and maintaining executive dashboards and developing key performance indicators or demonstrate the ability to do so.
  • An ability to coordinate with other data providers inside and outside of the agency to leverage existing data products and reporting methodologies.
  • Strong knowledge of and demonstrable experience with the following is required: SQL or PL/SQL, Python (or equivalent), Advanced Excel (VBA), and Data Visualization & BI tools (e.g., Power BI, Tableau, Cognos, SAP BW).
  • Superior analytical and problem-solving skills, with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Ability to communicate clearly and effectively, including presenting solutions and results from complex analysis in a clear and compelling manner.
  • A strong understanding of data quality and management techniques and principles.
  • Awareness of emerging data analytic trends and their relevance to the public/social service sector.

Assets

  • Experience with Yardi Property Management software and data structures.
  • Knowledge of Nova Scotia Provincial Housing Agency programs and services
  • Competencies required at this level of work are Innovation, Decision Making, and Impact on Results.

Equivalency
An equivalent combination of training, education, and experience will be considered. Equivalences include, but are not limited to:

  • Completion of a related master's degree in a related field.
  • Development of statistical products designed to inform executive management.
  • Demonstrated experience in the use of software tools used to conduct statistical analysis and reporting.
