Job Summary
The Infrastructure Support Department is responsible for the operations, maintenance and renovation of existing space, provision of new space and capital infrastructure expenditures for NL Health Services. As a member of the Infrastructure Support Management Team, the Facilities Manager leads the Infrastructure Support Department in the Eastern Rural Zone at the following sites: Burin Healthcare Centre, US Memorial Hospital, Blue Crest Nursing Home, Dr. S. Beckley Health Care Centre, Placentia west Medical Centre and community health buildings on the Burin Peninsula.

Reporting to the Regional Manager Infrastructure Support Operations, the Facilities Manager is responsible for providing leadership, supervision and direction to the Department. This position is accountable for planning, organizing, coordinating, controlling and evaluating the development and operation of a comprehensive Infrastructure Department. The Facilities Manager is also accountable for providing uninterrupted utility services to the complex, maintenance duties, new equipment installs and interior renovations. This position is also responsible for monitoring, managing, evaluating and improving a comprehensive computer maintenance management/asset management system.

Constantly sits to a desk performing paper/computer work, answering a telephone or emails; occasionally walks or stands to observe or to consult with other staff or sits conducting interviews.
Regularly performs fine finger/precision computer work requiring steadiness and accurate movement/control.
Visual and hearing concentration is required to observe or consult with staff, to work on documents or to listen to staff on the telephone or in person.
Required to drive to and from work sites for meetings or interviews.

Job Qualifications

Education
Diploma in Engineering Technology from an accredited program supplemented by a Bachelor's degree in Technology or related field is preferred.
Certification as an Engineering Technician/Technologist is considered an asset.
Certification as a Facilities Management Administrator (FMA) or Real Property Administrator (RPA) from the Building Owners and Managers Institute International is considered an asset.

Experience
Minimum of five (5) years of experience within the last seven (7) in facility management is required.

Competencies (Knowledge, Skills & Abilities)
Knowledge of budget preparation and analysis.
Knowledge of building codes.
Knowledge of mechanical and electrical systems.
Demonstrated ability to interpret layouts, assembly diagrams and schematics for equipment installations.
Demonstrated strong supervisory skills.
Demonstrated ability to adapt and problem solve.
Demonstrated strong analytical and interpretive thinking to solve technical problems.
Demonstrated ability to research, hypotheses and/or provide solutions form a broad section of electrical, mechanical and architectural fields.
Demonstrated ability to effectively communicate with internal and external stakeholders.
Demonstrated strong interpersonal skills and the ability to work in a team environment.
Ability to effectively use time management and prioritization skills to manage workload, meet timelines and deadlines.

A satisfactory record of work performance and attendance is required.
A Class 5 Driver's License and the use of a private vehicle are conditions of employment.
