The Director, Liquidity Stress Testing will enhance the Liquidity Management role within Group Treasury by providing thought leadership and guidance on the development of internal stress scenarios & corresponding assumptions.

The emphasis on internal stress testing and scenario planning supports a more strategic and agile approach to Group Treasury's liquidity risk framework by enabling more robust decision-making that reflects the Bank's unique risk profile and operational realities. By incorporating internal views and tailored scenarios, the Bank can better assess its liquidity needs, identify potential vulnerabilities, and devise strategies to mitigate risks.

The development of stress scenarios and the underlying assumptions will require a multi-faceted approach leveraging both quantitative data analytics and qualitative insights. By asking the right questions and harnessing the power of data, the role will enhance Group Treasury's ability to anticipate and mitigate risks, ultimately leading to better decision-making and strategic resilience.

The Director, Liquidity Stress Testing will utilize and incorporate results and insights from the internal liquidity stress tests across functions such as Balance Sheet Management & Funds Transfer Pricing to align Treasury & Bank strategic objectives.

In this role, the Director, Liquidity Stress Testing will collaborate with cross-functional teams including Business & Risk partners to ensure fulfillment of regulatory stress testing programs including CDIC Resolution and Trade Book Wind Down & OSFI's Recovery, Macro and Enterprise stress tests.

Is this role right for you? In this role, you will:

  • Collaborate with cross-functional teams across Business and Risk partners to ensure the fulfillment of all stress testing programs to evaluate the potential impact to the Bank's balance sheet, funding and liquidity position under stress scenarios and ensure regulatory compliance.

Stress testing programs include:

  • BAU and ad-hoc internal stress testing (estimated time spend 50%)
  • Regulatory stress testing including (estimated time spend 50%)
    • CDIC Resolution planning including Trade Book Wind down (15%)
    • OSFI Enterprise Wide-Stress Testing (EWST) and Macro Stress Testing (MST) (15%)
    • OSFI Recovery planning (15%)
    • OSFI Climate Risk stress testing (5%)

BAU and ad-hoc stress testing

  • Develop and lead the coordination of business as usual (BAU) and ad-hoc internal stress test forecasts and oversee the development and narrative of the scenarios and assumptions framework used to measure liquidity and funding risk.
  • Leverage insights and analytics from data in the development of stress testing assumptions ensuring coordination of assumptions across other financial resources and risk transfer attribution
  • Lead regular review of scenarios and assumptions and update those in response to changes in business profile or macro environment.
  • Regular review of stress testing scenarios and results with Group Treasury senior management.
  • Regular review of stress testing scenarios and assumptions with Group Risk Management for appropriate 2nd Line of Defense review and challenge
  • Support integration of internal stress testing to drive Bank risk appetite framework.
  • Analyze data from BAU and ad-hoc stress testing and information to provide insights to business product pricing and risk transfer pricing.
  • Enhance existing analytical solutions and leverage new technology initiatives to further develop robust controls to analyze and visualize liquidity data.
  • Support a robust stress testing governance process with adequate controls and oversight with review and challenge from Model Risk Management and Internal Audit.
  • Partner with Technology to enhance reporting capability and accuracy.

Regulatory stress testing (CDIC, OSFI)

  • Coordinate with cross functional teams to interpret scenarios and requirements for regulatory stress testing and ensure timely delivery against outlined roadmaps.
  • Support end to end development and implementation of stress testing.
  • Respond to on-going questions from regulators related to OSFI and/or CDIC stress testing programs.
  • Review results with Group Treasury and Bank senior management.
  • Support a robust stress testing governance process with adequate controls and oversight.
  • Ensure stress testing policies align with relevant regulatory guidelines i.e. OSFI E-18, B-6, B-15 and BCBS 450.
  • Coordinate with internal stakeholders to develop and execute plans to deliver climate stress testing.
  • Keep abreast of evolution and requirements for regulatory stress testing including climate risk stress testing.
  • Participate in forums organized by advocacy groups to represent the Bank's stress testing programs.

Team Leader and Culture Carrier

  • Provide thought leadership to the stress testing team to support key initiatives aligning with Treasury and Bank strategic objectives.
  • Direct day-to-day activities in a manner consistent with the Bank's risk culture and the relevant risk appetite statement and limits. Communicate the Bank's risk culture and risk appetite statement throughout their teams.
  • Build a high-performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment; communicating vison/values/business strategy and managing succession and development planning for the team.

Do you have the skills that will enable you to succeed? We'd love to work with you if you have:

  • Extensive (>10 years) experience in financial services with a focus on Treasury, Capital Markets and Risk Management.
  • In depth experience with stress testing and modeling
  • In depth experience with Capital Markets activities and products
  • Understanding of Market Risk, particularly off-balance sheet derivative products, is beneficial.
  • In depth experience with data driven decision making
  • Solid working knowledge of stress testing requirements as per OSFI, CDIC guidelines
  • Excellent project management skills to tackle multiple deliverables.
