Title: Manager, Logistics Operations

In this role, you will :
Responsibility 1: Management of SCM resources and tools to support emergency management (EM) readiness operations
- Oversees, directs, and organizes the work of the SCM, Readiness Logistics team to ensure that operational priorities are met and Corporate Services compliance programs are achieved.
- Participates in EM readiness planning activities to advise on supply chain and logistics requirements.
- Provides strong leadership for the SCM, Logistics Operations Staff as well as interim personnel, contractors and volunteers working out of or reporting to the SCM team.
- Promotes the development and maintenance of a core of experienced, skilled, effective and available logistics staff and volunteers.
Responsibility 2: Planning and measuring effectiveness/efficiency of Logistics Operations function during readiness activities
- Collaborates with the Senior Manager, Logistics Operations on the development and monitoring of KPIs, strategic planning, operational objectives and reporting.
- Develops and establishes procurement, supply chain and Logistics standards and operating procedures.
- Develops and implements internal and external feedback procedures to periodically measure the effectiveness of operations, including customer satisfaction, and propose measures for continuous improvement.
Responsibility 3: Builds and manages collaborative relationships and contribute to the development and consolidation of SCM Center of Excellence (CoE)
- Closely collaborates with the relevant stakeholders to coordinate and strengthen the delivery of the SCM services to respond to Emergency Operations;
- Builds collaborative and effective relationships with internal and external stakeholders, including but not limited to CRC client teams and staff, Government of Canada, suppliers of goods and services, Movement partners (including partner Societies), and other relevant organizations.
- Develops awareness of SCM Logistics Operations activities, developments and advancements within the Canadian Red Cross and within the Movement.
Responsibility 4: Management, planning and oversight of EM procurement of goods and services
- Plans, manages and oversees complex procurement of goods and services: sourcing, negotiation, contracting, supplier quality, cost savings, supplier performance monitoring.
- Oversees and monitors procurement with view to ensuring a reputation of professionalism and integrity beyond reproach at all levels.
- Establishes, contributes to and continuously improves efficient and cost-effective procurement processes.
Responsibility 5: Management, planning and oversight of EM supply chain, transportation and shipping activities
- Plans, manages and oversees domestic and international cargo shipments for routine and emergency shipments;
- Resolves critical issues or difficulties within the supply chain, transportation and shipping activities, including identification of bottlenecks, resource and support recommendations for maximization of resources;
- Oversees and promotes supply chain, transportation and shipping activities cost savings, resource optimization, comprehensive reporting at all levels;
What we are looking for :
- The minimum qualifications for this position are a University Business Degree with focus on Logistics, Supply Chain Management or Operations Management or a combination of education and experience that would be considered equivalent.
- Experience in medical logistics and of working in austere/low resource environments will be considered assets.
- Minimum of 6 years of management experience in supply chain and logistics. Minimum of 4 years experience in a leadership position. Experience in a fast-paced/operational environment.
- Demonstrated competency in management of resources.
- Proficiency in English, French is an asset.
- Proficiency in the basic set-up and use of computers with advanced level of skill on MS Excel and MS Word.
- In-depth knowledge of end-to-end supply chain processes and best practices, health and safety regulations, customer service.
- Understanding of financial processes and budgeting.
Working conditions :
- Travel within Canada may be required.
- May be required to work non-traditional hours on short notice.
- While the majority of the work is performed in an environment which is mostly clean and comfortable, field missions can involve working in environments that are unstable and with unpredictable access to basic services.
