SUMMARY

Reporting to the Deputy Chief Administrative Officer, Corporate Services, the incumbent is responsible for leading the City's strategic and municipal performance cycle, overseeing continuous improvement initiatives, and managing corporate projects aligned with the City's directions and objectives.

The incumbent works closely with the Deputy Chief Administrative Officer, Corporate Services, to implement the mechanisms and tools required for results-based management, and plays a central role in aligning decision-making processes with the implementation of strategic projects, thereby facilitating the promotion of corporate learning and continuous improvement.

RESPONSIBILITIES

Development and management of organizational performance
• Develop performance management and continuous improvement methodologies;
• Design and implement an integrated municipal performance management system;
• Update annual plans in the event of major changes, to maintain alignment;
• Act as project manager/stakeholder in corporate continuous improvement projects;
• Identify and resolve interdepartmental issues related to project advancement;
• Produce and present a bi-annual report to management on projects completed and results obtained, and analyze return on investment;
• Monitor new trends and make recommendations to the strategic team;
• Optimize and improve collective performance by recognizing contributions and developing skills.

Management of strategic planning processes
• Support senior management in implementing strategic planning;
• Advise directors on the alignment of their initiatives with the strategic plan;
• Ensure that the objectives of improvement projects set in collaboration with the teams are aligned with the objectives of the City's strategic plan;
• Coordinate the strategic planning cycle;
• Implement strategic planning monitoring and reporting tools and provide quarterly reports;
• Design and present the municipality's annual strategic-planning progress report.

Management of organizational change
• Analyze the impact of projects on work organization and the risks associated with change management, in collaboration with departments;
• Suggest concrete and appropriate improvements in work organization and develop change management strategies to facilitate implementation;
• Develop and implement a communications plan for continuous improvement and change management;
• Work closely with management to effectively communicate changes, expectations and benefits to all team members.

Management of continuous improvement
• Provide expert advice to management and support the latter in building a continuous improvement culture;
• Monitor new trends in continuous improvement and best practices in change management, and encourage their adoption;
• Act as a facilitator in resolving interdepartmental issues related to project advancement;
• Analyze issues faced by work teams and help them identify potential avenues for improvement, assess the scope and scale of change, carry out diagnostics and draft recommendations to enhance the City's overall performance;
• Carry out performance and profitability audits and prepare the appropriate reports;
• Keep the strategic team apprised of progress made on projects;
• Conduct an annual review of the continuous improvement guide and the objectives of the Dieppe improvement (Amélioration Dieppe) program.

Management of human resources
• Supervise the staff at the reception and information desk of the city hall;
• Supervise the City Hall reception and information clerk staff;
• Mobilize and motivate their team to achieve set objectives;
• Manage the employees under their responsibility in collaboration with Human Resources; this includes staffing, orientation, supervision, performance appraisals, promotion, professional development and occupational health and safety;
• Communicate, support and enforce directions, policies, procedures and practices put in place to ensure sound human resources management.

Management of financial resources
• Prepare operating and capital budget forecasts for the areas under their responsibility;
• Ensure sound management of operations and costs related to the various initiatives for which they are responsible by tracking expenses and revenues;
• Recommend improvements to annual budgets based on needs and new trends;
• Prepare and submit grant applications to various government agencies and private-sector trusts, with a view to expanding and/or improving services;
• Act as a resource person for calls for tenders related to their area of responsibility;
• Produce the activity reports needed to assess and optimize processes and procedures, and make recommendations to their superior aimed at improving services.
Other

• Perform any other tasks assigned by the Deputy Chief Administrative Officer, Corporate Services.

MINIMUM REQUIREMENTS

Education
• Bachelor's degree in business administration, organizational development or an equivalent field of expertise;
• An equivalent combination of education and experience may be considered;
• Recognized certification as a Lean Facilitator - Lean Six Sigma Black Belt and/or Lean master or equivalent (asset);
• Certification in change management such as PROSCI, Lean or Agile (asset).

Experience
• Five (5) to ten (10) years' experience in a management or business process-related role;
• Minimum of three (3) years' experience relevant to the duties of the job, particularly in managing large-scale projects and in a consulting role related to continuous improvement, lean management, process optimization and performance management.

Knowledge
• Excellent command of spoken and written French and English;
• Extensive knowledge of continuous improvement principles (Lean six sigma, Kaizen, 5-S), as well as field experience in continuous improvement processes;
• Experience in change management and in facilitating meetings (asset).
• Extensive knowledge of Microsoft Office (Word, PowerPoint, Excel, Outlook).

WORK SCHEDULE
• Thirty-five (35) hours a week.

SALARY
• Based on the current salary scale;
• The incumbent also receives vacation, benefits (paid by the employer) and a pension plan (employer/employee contribution).
