Overview

The Executive Director (ED) of the Mainland BC Military Family Resource Centre (MFRC) is a dynamic leader responsible for overseeing all aspects of the organization's operations, including management, human resources, finance, community engagement, marketing, and service delivery. The ED ensures the effective implementation of the organization's strategy, empowering staff and volunteers to achieve strategic goals while championing the MFRC's vision and mission.

Key Responsibilities

General Management:

  • Develop policies and standard operating procedures.
  • Maintain records and reports.
  • Perform periodic reviews of database use and procedures.
  • Identify and evaluate risks to the MFRC's people, property, image, finances, or regulatory compliance.
  • Implement measures to mitigate identified risks.

Human Resources:

  • Initiate annual reviews of HR policies to ensure compliance with the Employment Standards Act.
  • Provide performance management, including coaching, course correction, and succession planning.
  • Empower staff to seek and apply learning and development opportunities.
  • Act as an alternate to the contracted finance person for payroll administration.

Financial Oversight:

  • Create and present the annual budget for the Board's approval.
  • Actively monitor and review the budget at each Board meeting.
  • Prepare annual funding applications and supervise the preparation of quarterly reports.
  • Review expenses and finance allocations regularly.
  • Identify and secure grants to fund site-specific services.
  • Cultivate relationships that can lead to donations (funds, gifts in kind, services).

Community Engagement:

  • Identify, cultivate, and steward community partners to support military families.
  • Maintain cooperative relationships with Military Family Services (MFS).
  • Develop and maintain effective relationships with local and regional Chains of Command.
  • Share learning and best practices with other MFRCs, especially those in BC and similar in size and scope.

Marketing:

  • Act as media relations lead to represent the MFRC.
  • Develop and execute marketing strategies with the contracted marketing person.
  • Review communications prepared for military and civilian audiences.

Service Delivery:

  • Ensure the efficient delivery of the Military and Veteran Family Services Program (MVFSP).
  • Manage the relationship with the Family Liaison Officer (FLO) to ensure families receive appropriate services.
  • Assess the need and feasibility of site-specific services and obtain Board approval for new services.

Strategic Planning:

  • Facilitate the MFRC's short and long-term planning under the Board's direction.
  • Develop meaningful objectives supported by S.M.A.R.T. goals.
  • Ensure staff responsibilities align with the overall MFRC strategic plan by setting and monitoring KPIs.

Board Engagement:

  • Provide directors with reports on progress towards strategic goals at each Board meeting.
  • Organize the Mainland BC Military Family Resource Centre Society Annual General Meeting.

  • Appreciation of the unique challenges facing military families.
  • Strong communication skills, including effective listening and navigating complex conversations.
  • Ability to work evenings and weekends and travel within the province and country.
  • Understanding and respect for the principles of Equity, Diversity, and Inclusion.
  • Bilingual English/French is an asset.

Education, Experience, and Qualifications

  • Relevant bachelor's degree or equivalent combination of education and experience.
  • 5+ years of leadership experience in the non-profit sector, especially in family services.
  • Experience in strategic planning, fundraising, and diversity and inclusion initiatives.
  • Demonstrated continuous learning and professional development.
