Horizon Health Network in beautiful New Brunswick is looking for a Clinical Director to join our team!
Horizon Health Network (Horizon) is seeking a strategic, motivated, and innovative individual to join our team as a Clinical Director-Surgical Services and ICU. This position is responsible for overseeing all aspects of perioperative and postoperative surgical services, and intensive care, in partnership with the Chief of Surgery for the Surgery Program, and the Medical Director for ICU.

Who you are
- Master's degree in health or business administration with progressive managerial and leadership responsibility.
- You have a worked in a leadership role for a minimum of 5-7 years.
- Demonstrated ability to lead and motivate interdisciplinary teams in a fast-paced environment, to effectively deliver services within budget and established deadlines.
- Demonstrated skills in coaching, mentoring, negotiation, decision-making, and conflict resolution.
- Demonstrated ability in planning, budgeting, information analysis, and reporting.
- A strong understanding of, and commitment to, healthcare regulations, quality improvement, and patient safety standards.
- Exceptional communication and organizational skills, with the ability to establish priorities, meet deadlines, and deal with matters of confidentiality and/or sensitivity requiring maturity, diplomacy, discipline, and tact.
Ability to travel throughout the Zone and the Province and must have a valid New Brunswick Driver's License.
Written and spoken competence in English is required at an advanced level.
What you will do
Leadership and Management:
- Provide visionary leadership to the surgical and ICU departments.
- Foster a culture of teamwork, accountability, and continuous performance improvement to delivery safe, quality patient care.
- Ensure departments are fiscally responsible.
- Oversee the daily operations of the surgical department, including OR allocation, surgery scheduling, appropriate staffing, and resource management to ensure optimal and surgical suite utilization and patient flow.
Strategic Planning and Continuous Performance Improvement:
- Collaborate with the Executive Director and Regional Leadership to develop and execute strategic plans, goals, and initiatives that are aligned with Horizon's mission, vision, and values, as well as the Province of New Brunswick's Health Care Plan.
- Continuously evaluate and improve the quality and efficiency of surgical services through established key performance indicators, project specific metrics, audits, and feedback from surgical teams.
Patient Safety and Quality Assurance:
- Ensure compliance with all relevant healthcare regulations, accreditation standards, and licensure requirements, maintaining documentation and records as needed.
- Implement and maintain regional protocols, policies, and quality assurance initiatives to uphold patient safety and enhance surgical outcomes.
- Monitor incident reporting, address incidents as they arise, and implement recommendations from quality process reviews in the specified timeframe.
Staff Development:
- Collaborate in the recruitment of staff with talent acquisition.
- Foster an environment of professional growth and educational advancement.
- Address the resolution of practice, behavioral, and attendance issues in collaboration with department managers, professional practice, and human resources as appropriate. Issues concerning Surgeons or other medical staff will be referred to the Clinical Department Head and Chief of Surgery as appropriate.
Budget Management:
- Ensure all surgical services departments and ICU are adhering to defined budgets.
- Monitor monthly variances and expenses to identify cost-saving opportunities while maintaining the highest standards of patient care.
- Oversee the procurement, maintenance, and utilization of surgical equipment and technology to ensure the highest level of surgical care.
Specific Regional Health Authority Responsibilities:
- Actively participates in the Regional Surgical Program and takes on a subcommittee leadership role to work on standards, polices, clinical order sets, RFPs, and other committee work where surgery or ICU participation is required.
- Prepare, on request, reports for presentation to various administrative board committees, foundations, and the Department of Health.
- Assumes regular responsibility for Administrative On-Call for respective zone as per established schedule.
