Investigator

As WorkplaceNL's Investigator, you will be accountable for all aspects of the investigation department's responsibilities including providing prompt, effective fact-finding services internally and externally. You will deal with information of a sensitive and confidential nature regarding entitlement to benefits and the obligations of WorkplaceNL's stakeholders, and will be responsible for the detection, and deterrence of fraud and abuse through the collaboration with employers, workers and the general public. You will use investigative expertise to detect fraud and abuse, and ensure that investigations are conducted in compliance with legal requirements.

Role and Responsibilities

  • Responds to requests for investigative services from internal departments, workers, employers, other stakeholders and the general public and collects, reviews, analyzes and compiles evidence and prepares written reports.
  • Performs statement-taking, activity checks, makes inquiries of public authorities, collaborates with stakeholders, medical personnel, outside surveillance companies and other applicable parties.
  • Reviews video surveillance, photographic evidence and other media provided to WorkplaceNL from outside sources and determines if it meets the requirements/guidelines (reliability, authenticity and legality).
  • Requires the appropriate handling and assessment of information of a sensitive and confidential nature in compliance with the Personal Health Information Act (PHIA) and the Access to Information and Protection of Privacy Act (ATIPPA)
  • Manages WorkplaceNL's contracts with its external surveillance service providers and serves as the point of contact with outside surveillance companies where surveillance work has been contracted out.
  • Encompasses field and office work requiring the use of specialized equipment, technical expertise and sensory/observation skills as well as judgment in the conduct of video/photographic surveillance. This position also requires the ability to interview witnesses and expertise in statement-taking.
  • Provides support assistance to all departments within WorkplaceNL. This position assists: in the investigation of fatal claims by obtaining medical records, witness statements and meeting with survivors to discuss sensitive issues regarding dependency benefits; in obtaining necessary evidence in third party actions, including site visits, statement taking and discussions with outside agencies; and assists case managers with the use and interpretation of video surveillance evidence,

Essential Skills and Qualifications

  • University degree, preferably in the Social Sciences or Business.
  • Three years' experience in the investigative field.
  • Must have a thorough knowledge of the legislation as it pertains to investigative work and must be cognizant of the Workplace Health, Safety & Compensation Act, 2022, regulations, policies and procedures. Strong interpersonal and analytical skills, decision-making abilities and the ability to use independent judgment in providing feedback and recommendations are essential.
  • Must have knowledge of investigative and questioning techniques, a demonstrated high level of organizational skills and the ability to work independently.
  • A vehicle and valid driver's license are conditions of employment. Extensive travel in large geographical areas required.

What success looks like in this role:

  • Promptly procures sufficient evidence and available information for a variety of stakeholders.
  • Compiles a comprehensive report respecting each investigation.
  • Researches and investigates fatal cases, sometimes third-party matters.
  • Contacts the Stakeholders, service providers, claimants, witnesses and obtains affidavits or statements as required.
  • Obtains photographic/video evidence and documents evidence through specialized techniques.
  • Liaises with outside private investigators, criminal justice system and other agencies and networks with other sources of information.
  • Provides internal training and support to decision-makers.

Experience and an educational equivalency will be considered.
