Job Title: Manager of Environmental Services

Location: Liverpool, Nova Scotia

Located in southwestern Nova Scotia, the Region of Queens is an amalgamation of eight towns and communities with a growing population of 10,000 residents. Meridia is excited to partner with the Region of Queens in their search for a Manager of Environmental Services to join their team!

Role Description

Reporting directly to the Director of Infrastructure, the Manager of Environmental Services is responsible for the oversight and management of the Environmental Services Division within the Department of Infrastructure. This key role ensures the safe, efficient, and effective operation of the municipality's solid waste management, water and wastewater treatment facilities, and water-related services at municipal pools. A primary focus of the role is ensuring compliance with environmental regulations, driving sustainability initiatives, and managing the municipality's environmental impact. The Manager plays a critical role in supporting the community's well-being and ensuring the consistent and reliable delivery of essential services, all in accordance with municipal, provincial, and federal regulations.

Your responsibilities will include:

  • Lead, mentor, and supervise division staff, fostering a culture of collaboration, continuous improvement, and professional development while ensuring adequate resourcing, accurate timekeeping, and high performance.
  • Oversee the preparation, monitoring, and control of the division's budget, ensuring all expenditures are within budgetary limits and properly documented.
  • Recommend staffing and procedural changes to the Director of Infrastructure based on operational needs and performance evaluations.
  • Oversee the management and maintenance of municipal solid waste, water, and wastewater systems, ensuring compliance with safety, security, and regulatory standards.
  • Ensure all infrastructure complies with design engineering standards, regulatory codes, and accessibility regulations, while developing and implementing short- and long-term maintenance plans to ensure operational efficiency.
  • Stay current on environmental regulations and engineering standards, ensuring full compliance with provincial and federal requirements, and preparing timely and accurate regulatory reports.
  • Develop strategic plans for environmental services that align with municipal goals and regulatory requirements.
  • Engage with the community and stakeholders to address concerns, promote environmental awareness, and ensure transparency in division operations.
  • Collaborate with other managers and the Director to integrate environmental impact reduction strategies into broader municipal plans.

Your Qualifications

As the ideal candidate, you thrive in a fast-paced environment, managing diverse projects and teams while expertly navigating the complexities of environmental regulations and municipal infrastructure management. Your prior experience in civil construction-from roads to wastewater systems-combined with hands-on expertise in snow and ice control, will be a strong asset. Supervisory experience leading multi-disciplinary teams or contractors is also highly valued. Key skills should include a solid understanding of environmental regulations, municipal infrastructure management, budget management, and project oversight. Candidates should demonstrate excellent leadership, communication, and organizational skills.

Your qualifications include:

  • A diploma or degree in civil engineering, environmental science, or related field. A combination of education and experience may be considered.
  • Certified Engineering Technologist (CET) or Professional Engineering Designation and a member in good standing with Engineers Nova Scotia or other provincial regulating body would be an asset.
  • Experience in civil construction, including road, water, and wastewater projects, as well as snow and ice control (e.g., plowing, sanding, salting).
  • Ability to work independently or collaboratively on time-sensitive tasks and effectively engage with other departments, external agencies, and community stakeholders.
  • Proven leadership skills with experience in mentoring and fostering a collaborative work environment.
  • Proficient in budget management, including capital and operating budgets, and strong organizational and project management skills to oversee multiple projects.
  • Advanced problem-solving and critical thinking abilities to tackle complex environmental challenges.
  • Excellent communication and interpersonal skills for effective interaction with staff, the public, and regulatory bodies.
  • Proficiency in relevant software (e.g., AutoCAD, GIS, Microsoft Office Suite) and ability to leverage technology for operational efficiency.
