At this time, the Halifax Port Authority ("HPA") requires:

Project Engineer

The Project Engineer is responsible for planning, design, preparation of tender documents and supervision of construction with regard to the Port's minor Capital projects contracted out ranging in size from $5,000 to $150,000. This position prepares drawings, specifications, and other documents as required and performs necessary field work, including surveys, materials testing and inspections. The Project Engineer also performs various drafting, research, and in-house administrative duties. This position reports to the Director, Infrastructure and Maintenance.

ACCOUNTABILITIES

  • Performs inspections and investigations to determine the condition of HPA infrastructure. Input and analyse inspection and asset condition data in GIS database, under HPA's Strategic Asset Management framework.
  • Provide coordination support to Project Managers for infrastructure design and construction projects.
  • Plan and execute repairs through qualified contractors, or by supporting HPA's internal maintenance team by sourcing materials or contracting and coordinating with outside contractors.
  • Create, update and close workorders in HPA's Computerised Maintenance Management System (CMMS).
  • Ensures timely progress of projects through the design and construction stages and monitors project costs and schedules and make recommendations for remedial action where necessary with direction and support from their direct manager.
  • Provides direction to consultants during conceptual design of projects and during construction component of projects.
  • Ensures quality of materials and overall work provided by contractors complies withthe specifications for all contracted out works.
  • Checks quantities of materials and work invoiced in contractors' progress claims to verifythatmoniesclaimed by contractors accurately reflect the work carried out and the materials supplied, in accordance with contract drawings and specifications.
  • Prepares cost estimates for Capital projects.
  • May attend meetings with consultants and contractors in development and monitoring of project schedules in order that the Port's scheduled objectives are met.
  • Assists in the preparation of the Terms of Reference for proposals for design work to be done by consultants.
  • Responds to technical inquiries from contractors during the tender process for construction contracts and prepares for the approval of the Associate Vice President, Infrastructure appropriate contract addenda.
  • Strives to minimize or eliminate construction impacts on Port's tenants and the Public.

Safety

  • Complies with all HPA's policies, including the Occupational Health and Safety Policy and with Occupational Health and Safety regulations as outlined by the Canada Labour Code. Demonstrates a commitment to promoting a safety culture while ensuring all safety procedures, policies, and best practices are followed.
  • Monitors contractors working on behalf of the HPA to ensure their compliance with HPA's safety procedures and regulations.
  • Reports all incidents to the Safety and Compliance Department.

Environmental

  • Complies with all HPA's policies, including the Environmental Management Policy and demonstrates knowledge and adherence to the Environmental Management System (EMS), including associated programs and procedures applicable to daily tasks. Detailed roles and responsibilities are included in the EMS Core Manual.
  • Follows and complies with all relevant EMS Standard Operating Procedures (SOPs), communicates any relevant information regarding environmental issues, and identifies non-conformities to the Safety and Compliance Department.
  • Monitors contractors working on behalf of HPA to ensure their compliance with the HPA's safety procedures and regulations.
  • Reports all incidents to the Safety and Compliance Department.

NOTE: These are only the basic and primary duties; related and allied duties may be assigned from time to time as may become necessary to the operation of the Authority.

QUALIFICATIONS (EDUCATION ANDEXPERIENCE)

  • Degree in Civil Engineering combined with a minimum of 1-2 years' experience in construction, or infrastructure maintenance experience, or an equivalent combination of education and experience.
  • Must be a certified Professional Engineering or is in progress of obtaining (EIT).
  • High degree of proficiency with SharePoint and Microsoft Office 365.
  • Knowledge in AutoCAD and GIS (Geographical Information System) is an asset.
  • Must possess good interpersonal skills and effective communication skills and tact when dealing with both internal and external stakeholders.
  • Must have an excellent command of the English language, both oral and written, including technical writing (scope of work, specifications, etc.).
  • Experience on project estimating, contractual matters and managing project budgets, as well as experience in assessing the condition of infrastructure, performing inspections, and investigations is an asset.
  • Knowledge and experience working with building code, fire code and building systems an asset.
  • Good judgment and an ability to work independently and as part of a team.
  • Demonstrated planning abilities are required.
  • Must be results oriented and have excellent time management skills.
  • Ability to interpret and apply HPA policies and procedures
  • Solid business and goal setting, critical thinking, decision-making and problem solving and analytical skills.
  • Solid organizational, project coordination and multitasking skills.
  • Identifies objectives, project scope and resources. Develops and adheres to a critical path and measures and evaluates effectiveness of project.
  • Ability and knowledge to both advise on and performresponsible duties with speed and accuracy.
  • Capability and readiness to work under pressure, either imposed by deadlines for document preparation or emergency situations and must be flexible as this position is responsible for all source to contract activities for the entire department.
  • Demonstrated familiarity and understanding of construction contract law.
  • A good knowledge of daily Port operations, project management techniques and engineering design principles as applied to medium size projects is an asset.

WORKING CONDITIONS

  • Normal office conditions with occasional site visits for meetings.
  • Moderate exposure to all types of weather conditions and risks associated with construction and transportation type business hazards. Moderate exposure of mental effort, in performing activities of varying intensity.
