Reporting to the Director, Human Resources, the Manager, Payroll and Benefits is responsible for the management and administration of all payroll and benefits information, systems and procedures, and for associated financial activities including labour budgeting and forecasting. In addition, they are responsible posting journal entries and performing account reconciliations relating to payroll adjustments and benefits accounts.
Key Payroll responsibilities include:
- Maintains information within the HRIS System (Colleague) including all NSCAD employees' wages, salaries and benefits participation.
- Prepares bi-monthly payroll for all salaried, hourly and casual employees including Extended Studies, Research Assistants, Teaching Assistants, Tutors, Markers and others
- Processes Payroll from employment contracts and verifies information entered into the Colleague system via Human Resources.
- Ensures all employees are set up with Electronic File Transmission (EFT) and SIN numbers and processes payroll by forwarding APAD reports to Human Resources for payroll transfer.
- Calculation of all mandatory and optional health, dental, and life insurance benefits premiums.
- Calculation, reconciliation and payment of all pension, RRSP and government deductions.
- Prepares monthly payments and reconciliation of Union dues, deducting and sending appropriate amounts to the union.
- Monitors, posts and prepares reconciliation of taxable benefits from Accounts Payable system to payroll files for T4 - T4A purposes.
- Balances, processes and distributes T4s, T4As, [MS1] T4ANRs by end of February annually.
- Issues Record of Employment for terminated employees at the end of all semesters.
- Prepares payments and records for Master of Fine Arts (MFA) scholarships and teaching assistantships each semester.
- Prepares tuition deductions and prepares entries to accounts receivables.
- Prepares reports as outlined in Collective Agreements.
Key Benefits responsibilities include:
- Administrator for Long and Short Term Disability, Life, Accident, Health and Dental, Critical Illness, Preferred Pharmacy Provider and Employee and Family Assistance Insurance plans.
- Enrolls employees in plans and terminates when necessary.
- Maintains accurate information in Colleague.
- Maintains Optional Life and Critical Illness premium increases based on age.
- Provides essential information about benefits plan to employees and administrators.
- Acts as Liaison between Manulife caseworkers and employees regarding short and long term disability claims.
- Prepares reports on mandatory and optional life, health, and dental benefits as required.
- Administers pension plan enrollment and ensures pension contributions do not exceed the maximum allowable contribution.
- Pays benefits to insurers monthly and prepares adjustments accordingly.
- Attends all Joint Benefits Committee meetings, provides information and represents non-union employee group.
- Updates and distributes annual benefit listing and costs to all employees.
Other duties as required include:
- Assisting with year-end audit.
- Prepares payroll budget and forecast reports as necessary.
- Prepares financial reports upon request.
- Maintains (or develops) the Colleague system processes related to payroll, maintains process manual for NSCAD and ensures it is updated as necessary. Attends Colleague CORE meetings with other key personnel responsible for colleague system in their areas.
- Responsible for Stat Canada Payroll Survey
The incumbent will have completed an undergraduate degree and hold a professional certification as CPM or PCP.
A minimum of five years progressive, related experience in the areas of finance, payroll and benefits, management and administration is required. This includes experience with processing payroll and benefits, preparing deductions reports and remittances, data entry, accounting, spreadsheets, and word processing. Experience with a Human Resources Information System (HRIS) is required. Experience with Colleague would be considered an asset.
The incumbent will be expected to respond to inquiries from staff in addition to daily work. A proven track record handling multiple requests and working in a busy environment is required, as well as the ability to handle confidential information. Attention to detail and demonstrated experience working within tight deadlines is paramount to success in this role. Management experience is considered an asset.
This is a hybrid role with flexibility to work from home two days a week.
